Item No. 13 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Doug Harris, Director of Utilities <br />SUBJECT: PRESENTATION BY GARVER USA <br />DATE: 01/05/2015 <br />BACKGROUND: Due to the age and condition of the wastewater treatment plant infrastructure <br />we have determined the need to evaluate a complete rehabilitation of the existing facility. <br />STATUS OF ISSUE: Requests for Statements of Qualifications for Professional Engineering <br />Services were advertised in September 2013, specific to construction of a new treatment plant or <br />comprehensive rehabilitation of existing facilities. The qualifications of three (3) engineering <br />firms were evaluated by the City Manager, City Engineer, WWTP Superintendent and Director <br />of Utilities. Upon completion of extensive evaluation, discussion with professional references, <br />and site visits to facilities engineered by each of the firms, Garver USA was selected in October <br />2014, with a memorandum of understanding executed November 3, 2014. Garver USA has <br />partnered with Freese & Nichols, Inc. and Hayter Engineering, Inc. for the wastewater treatment <br />plant project. <br />BUDGET: At present there is no fiscal impact on the budget; fees for professional engineering <br />services have not been negotiated and no contract has been executed; Garver USA has agreed to <br />seek funding options for the project at no cost to the City. <br />RECOMMENDATION: No action required. <br />
