MINUTES OF THE SIGN ORDINANCE STUDY COMMITTEE <br />June 27, 1991 <br />The Sign Ordinance Study Committee met in special session, Thursday, <br />June 27, 1991, 6:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Chairman Jim Bell called the meeting to order with the <br />following members present: Councilwoman Millie Ingram, Councilman <br />Billy Joe Burnett was absent. Also present was Director of Community <br />Development, Joe McCollum, and City Clerk, Mattie Cunningham. <br />Chairman Bell announced the purpose of the meeting was to have a public <br />hearing to receive public comments on a proposed amendment to Sign <br />Ordinance No. 86 -024 in regard to regulations of Torpedo and Portable <br />Signs. <br />Chairman Bell in addressing the audience explaining what brought this <br />Committee together was review of how the City of Paris looks compared <br />to other cities. Chairman Bell explained that the Committee was <br />addressing portable signs more than anything else, signs not <br />permanently affixed, not permanently wired in and not wire in code. <br />Chairman Bell stated that it is not the intent of the City Council to <br />remove the capability of people to use a message sign, that there are a <br />number of them in the City of Paris that have been, and very <br />inexpensively mounted that accomplishes the same purpose, and they do <br />look considerably better. Chairman Bell said that to this point, the <br />only thing discussed by the Council is what would be a fair and <br />equitable means, because we want people to be able use temporary signs <br />for temporary purposes, and so far only discussion had been had <br />regarding these signs. Chairman Bell stated that the proposal is to <br />take temporary signs and allow their use with a payment of a $50.00 per <br />month fee. <br />Chairman Bell told the audience that the Committee has also been <br />discussing permanent signs which has somewhat tabled by action by the <br />State, as the State is changing the State Sign Ordinance and actually <br />coming into the city in what it is governing and allowing within the <br />city limits of Paris, and changing their permit fees, so it will be a <br />while longer before the Committee will go into permanent signs any <br />further. <br />Chairman Bell readdressed the portable signs, torpedo signs, or what <br />would be otherwise nonpermanently attached signs, the purpose was to <br />allow them for special events, and permit them on a 30 day period with <br />a fee of $50.00 per month. <br />At this time Chairman Bell announced that he would show slides of some <br />of the signs scattered throughout the city. <br />Chairman Bell declared the public hearing open asking for those who <br />wished to speak to come forward. <br />Butch Carmack, 920 28th S.E., representing Pizza Hut, was present <br />stating that Chairman Bell made some valid points, and he agree with <br />him, for the one that are not in ordinance, they should be removed, but <br />
