Page 2 <br />Sign Ord Study Committe <br />6/27/91 <br />the fee going from $15.00 per year to $50.00 a month, that is over a <br />3,900% increase, which is ridiculous. <br />Chairman Bell told Mr. Carmack the point is that the City of Paris has <br />so much of this problem, it is cost justifiable simply because of the <br />man hours that it would take to enforce the ordinance. <br />Mr. Carmack suggested that people write down their suggestions for <br />solving this problem and give it to the City, work with the businesses <br />in the City. <br />Chairman Bell told the audience that the Committee would be happy to <br />have the help of the people as to how the problems could be solved. <br />Machelle Wilson, representing Pets Unlimited, presenting a petition <br />containing 100 signatures objecting to the $50.00 a month rent for a <br />torpedo signs. <br />Chairman Bell noted that the Committee would receive the petition, <br />refer it to the City Attorney, and ask him if we can receive and put in <br />record a petition that does not have the name and address, if not, it <br />will be returned to Ms. Wilson so that the proper information can be <br />secured. <br />Gene Ray, with Ray Sign Company, appeared telling the Committee that <br />when he delivers signs, he levels the signs, and permanently mounts <br />the sign with steel approximately two feet in the ground. Mr. Ray <br />pointed out the fact that restaurants and fast food places can not <br />afford to run specials in the newspaper, and can not afford $50.00 a <br />month for a permit; therefore, they will not have a sign, and if they <br />advertise in the newspaper, the food cost will go up to the public. <br />Mr. Ray said it would hurt the economy of Paris. Mr. Ray agreed that <br />there are signs in the city that needs to be cleaned up, and he would <br />like to see them moved. Mr. Ray said the City could pass an ordinance <br />that a sign has to be neat, and you can draw a line as to where that <br />neatness is. Mr. Ray stated that churches can have these signs without <br />a permit, but you are going to charge the business people of Paris, you <br />are going to charge them $50.00 a month to have these signs. <br />Chairman Bell advised that what has been discussed regarding nonprofit <br />organizations is that would be allowed to place temporary signs twice a <br />year for a 30 day period each for up to two events, but not all year <br />long, at this point they would have to pay the permit fee. <br />Mr. Ray said if the City was trying to clean up Paris, look at N. Main <br />Wrecking Yard, clean it up, put a fence up, do not take business from <br />the people of Paris. <br />Chairman Bell pointed out that it is not the intent to put these in a <br />position for the City to do anything other than regulate the signs in a <br />reasonable manner, to do that, a $15.00 permit fee, $100.00 to $200,00. <br />to mount them permanently on metal stakes set in concrete, they will <br />have to meet the permanent sign ordinance conditions at that point, the <br />same sign could be used, but it would also come under the permanent <br />
