Chairman Bell said the City <br />would appreciate comments in written on how to set the standards for <br />these if the Council chooses to go this way, write your comment down <br />and submit to us how the city staff could equitably determine when a <br />sign is in disrepair and not being maintained. <br />Steve Elkins, 3380 E. Houston, appeared before the Committee <br />questioning the cost to mount signs permanently, stating he did not <br />know anyone who would do this for $200.00. Mr. Elkins said he rents <br />his sign from Mr. Ray, his sign is bolted down in concrete. Mr. <br />Elkins told the Committee he changes messages on his sign two or three <br />time a week sometimes daily, and this is very important to him. <br />Mr. Elkins asked the question, what dictates permanent mounting. Mr. <br />Elkins suggested that if a sign is left for 30 days with no letters on <br />it, or beat up, then it needs to be moved. <br />Chairman Bell requested that Mr. Elkins put his suggestion in written <br />and submit it to the Committee. <br />David Thomas, 3260 Clark Lane, President of the Breakfast Optimist was <br />present discussing the sign for the Breakfast Optimist stating they put <br />out 12 signs for 45 to 60 days, and if they had to pay $50.00 a sign, <br />it would take money away from kids that play baseball. Mr. Thomas also <br />stated that people who owns businesses pay all types of permits and <br />fees, and when we find a cost effective way of advertising our <br />merchandise, then you want to charge the ones who are taking care of <br />our signs, and it is just not fair to them. <br />Chairman Bell explained that nonprofit organizations would be exempted <br />from paying the fee for 2 event per year, 30 day each event. <br />Bill Harris, Powderly, Texas, owner of Bill's Sunrisers, appeared <br />stating that he has seven signs in operation now, and if he had to pay <br />$50.00 per sign, he would have to take them down. Mr. Harris stated <br />that he would be more than happy to keep his signs, making them <br />permanent in order to keep the signs, and if he knew what the city <br />wants him to do, he would try to comply. <br />Jamie Hyatt, Route 7, Paris, Texas, representing Aladdin Beauty <br />College, was present stating that she rent her sign from Mr. Ray, it is <br />staked, and felt that if the sign was removed, it would hurt their <br />business. <br />Jackie Coursey, Director and Co -owner of Kid Care University, 2060 N. <br />W. 19th, stating that she has two major concerns, Ms. Coursey stated <br />that they are located inside the city limits, but we are on the outside <br />of the Loop, and if she owns the sign, and if she owns the property <br />that it is located on, and if it is not unsightly, then why would she <br />have to pay $50.00 a month. <br />Chairman Bell told Ms. Coursey that the $50.00 is a permit fee. Mr. <br />Bell also stated that this permit is limited to 30 days, and people <br />will have to go to city hall to get a permit each month to get a permit <br />in order for the City to check the sign. <br />
