Page 4 <br />Sign Ord Study Committe <br />6/27/91 <br />Ms. Coursey stated that if they were going to be city, they needed to <br />be city in all aspects, and what she was referring to is they are on a <br />septic tank, the City of Paris is suppose to furnish a sewer system. <br />Chairman Bell asked Mr. Ray what it cost to purchase one of his signs. <br />Mr. Ray told the committee that it would be $495.00 cash, or $600.00 a <br />month to rent to own. <br />Rex Adam, 630 Bunker, Owner of AAA Rental, appeared telling the <br />Committee that they rent signs, which is a very good sideline for <br />them. Mr. Adams stated that the $50.00 a month is most unreasonable. <br />Connie Justiss, representing Justiss General Store, was present asking <br />if there was something in the city sign ordinance that said that any <br />sign that is installed has to be installed by a licensed sign person. <br />Joe McCollum stated that was not correct, a business person can install <br />their own sign with their own employee. <br />Ms. Justiss went on record in opposition to the $50.00 permit fee, and <br />having to go to city hall for a permit each month. Ms. Justiss stated <br />that there are so many small businesses in the city that uses the <br />torpedo signs, that the $50.00 permit fee would put them out of <br />business. Ms. Justiss urged the Committee to reconsider this proposal. <br />Toby Adams, 1045 S. E. 31st, associated with AAA Rental, came forward, <br />pointing out the fact that the initial start up of a business is very <br />expensive, and you would think the city would want to support these <br />businesses. Mr Adams stated that it would be a consideration that the <br />City would help those starting up a new business, to try to make it <br />easier for them to get established, and suggested that the city exempt <br />the fee for new businesses for a certain period of time. <br />Chairman Bell told the audience that in submitting suggestions <br />regarding the $50.00 permit fee per month is too high, to please make <br />note of what you would consider a equitable annual permit fee for these <br />signs, pointing out this will require more policing of this type sign, <br />and if you have a suggestion, please let us have it in writing. <br />Butch Carmack came forward again asking the audience if everyone was in <br />agreement that the City should be cleaned up. Mr. Carmack ask why the <br />permanently mounted sign. Mr. Carmack suggest that the city create a <br />reinspection fee if a sign has to be inspected more than one time a <br />year. <br />Terry Hill, Route 3, Paris, Texas, appeared before the Committee <br />stating that he has a business at 109 17th S. E., questioning the <br />difference between his sign and a realestate sign. <br />Joe McCollum explained that with a realestate sign they are exempted, <br />and the realtor has to have a listing, and permission from the property <br />owners in order to place that sign. <br />
