MINUTES OF THE SIGN ORDINANCE STUDY COMMITTEE <br />June 13, 1991 <br />The Sign Ordinance Study Committee met in special session, Thursday, <br />June 13, 1991, 6:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Chairman Jim Bell called the meeting to order with the <br />following members present: Councilman Billy Joe Burnett, and <br />Councilwoman Millie Ingram. Also present was City Attorney, T. K. <br />Haynes, Director of Community Development, Joe McCollum, and City <br />Clerk, Mattie Cunningham. <br />Chairman Bell announced the purpose of the meeting was discussion of <br />Chapter 28, Signs and Billboards, of the Code of Ordinance. <br />Chairman Bell went over the previous recommendations made by the <br />Committee as follows: <br />Amend the present Sign Ordinance to grandfather all nonconforming signs <br />prior to July 1, 1986, instructing the City Attorney to write the <br />amendment in clauses that will not place the City in jeopardy of having <br />to purchase those nonconforming signs if City require right -of -way <br />later. <br />Torpedo signs to be limited to 30 day use, with a $50.00 permit fee, <br />nonprofit organizations being exempted for no more than 30 days per <br />event, two events a year, thereafter they would have to pay the fee, <br />and they would still be required to have a permit, if lights are <br />required, the sign would have to meet the electrical code. <br />Restricting all Billboard signs to all metal construction. <br />Chairman Bell told City Attorney Haynes, since he was not present at <br />the last Committee meeting, the Committee had the above <br />recommendations, and the Committee needed his advise as to how best to <br />take these recommendations to the Council implemented. <br />The Committee discussed the recommendations with the City Attorney. <br />Chairman Bell said it was the recommendation of the City Manager, that <br />the Committee might want to conduct a public hearing on Item 1, and 2 <br />of the agenda. <br />City Attorney Haynes recommended to the Committee that with the amount <br />of work the Committee plans to do on the Sign Ordinance, they needed to <br />make sure at this time that there was no other parts of the ordinance <br />that they wished to correct. <br />City Attorney read Section 28 -11 Construction of Billboards and ground <br />signs, stating this is where the Committee wanted it to be all metal. <br />Chairman Bell stated this is for Billboards only for the all metal <br />construction, not the ground signs, leave them as is. <br />
