Page 2 <br />Fairgrounds Committee <br />May 23, 1991 <br />ordinance, then city had to have right -of -way, at that time the sign <br />would be a legal sign, and we would have to pay for moving the sign. <br />After further discussion, Councilman Burnett made a motion that the <br />Committee recommend to the Council to amend the present sign ordinance <br />to grandfather all nonconforming signs prior to July 1986, instructing <br />the City Attorney to write the amendment in clauses that will not place <br />the City in jeopardy of having to purchase those nonconforming signs if <br />City require right -of -way later. The motion was seconded by <br />Councilwoman Ingram, and carried 3 ayes, 0 nays. <br />After discussion was had regarding license fee, a motion was made by <br />Councilwoman Ingram to recommend to the Council to increase the license <br />fee to $50.00 for the first year, and $25.00 per year for each renewal <br />thereof. The motion was seconded by Councilman Burnett, and carried 3 <br />ayes, 0 nays. <br />After discussing Torpedo signs, a motion was made by Councilman <br />Burnett, seconded by Councilwoman Ingram to recommend to the Council <br />that Torpedo signs be limited to 30 day use, with a $50.00 fee, <br />nonprofit organizations being exempted for no more than 30 days per <br />event, and if lights are required, the sign would have to meet the <br />electrical code. The motion carried 3 ayes, 0 nays. <br />The Committee requested that Mr. McCollum check with other cities on <br />their policies regarding Torpedo signs, and report back to the <br />Committee. <br />Councilman Burnett made a motion, seconded by Councilwoman Ingram <br />instructing City Attorney Haynes to research how we would word an <br />amendment to restrict all Billboards to metal construction within the <br />City limits. The motion carried 3 ayes, 0 nays. <br />It was the consensus of the Committee for the City Attorney Haynes to <br />put the recommended amendments to the sign ordinance into legal <br />terminology, then bring it back to the Committee, also the Committee <br />requested that City Attorney Haynes place something in the paper to <br />allow for public comment on the proposed recommendations, and the <br />Committee will hold another meeting before presenting the <br />recommendations to the Council. <br />There being no further business, the meeting adjourned. <br />JIM BELL, CHAIRMAN <br />ATTEST: <br />
