City Attorney <br />Foster also discussed the information received from various cities such as Lubbock <br />and Dallas. <br />Reverend Miller questioned how the businesses that were already operating would <br />be affected by the passage of an ordinance. City Attorney Foster stated that in the <br />Lubbock ordinance, which is a licensing ordinance, that the businesses are given <br />ninety days to apply for a license and the status quo is maintained while their <br />licensing and permitting procedure is taking place. The businesses must reapply <br />once a year for renewal of the license and then the location is taken into account in <br />the licensing process. <br />Chairman Thomas opened the meeting up for general discussion from those that <br />were present. <br />Ms. Jennifer Martin, 529 N. Main Street, owner of the Love Bug, questioned the type <br />and location of child care facilities. She also wanted to know about the three year <br />waiver and questioned the 30% requirement since she primarily sells <br />undergarments. <br />Chairman Thomas stated that the Committee would take this under consideration, <br />but that the Committee is talking about some form of regulations that would not <br />violate people's First Amendment rights but allow the City to protect its growth and <br />development. <br />Mr. Chris Snodgrass stated that he did not live in the corporate limits of Paris, but <br />considered Paris his home. He suggested that consideration be given to a Special - <br />Use Permit for adult oriented business. <br />Ms. Janet Williams, Route 1, Box 544, Powderly, Texas, stated that sexually oriented <br />businesses should be located away from churches, but she did not see anything <br />wrong with the items Ms. Martin was selling in her store. <br />R. L. Gray of the Olive Branch Church stated that he was in accord with the <br />restrictions because we have worked hard to build up this area to make it a <br />wholesome area for children. <br />After discussion, Chairman Thomas stated that he felt a few questions had been <br />answered and mentioned if you regulate the distance from schools, churches, etc., <br />then 5% of the area available must be maintained for a businesses to operate if they <br />are excluded in other areas of the city. <br />City Attorney Foster asked the Committee to study these ordinances, and their <br />
