Mr. Foster stated that you would have to know what type ordinance is <br />wanted, if it will be a licensing and permitting type ordinance, zoning ordinance, <br />specific -use distance regulated ordinance, or a sexually oriented business type <br />ordinance. He said when these findings are complete then we will be able to put the <br />type ordinance in place that would work best in Paris. He said all the sample <br />ordinances are good to study. <br />Chairman Thomas discussed certain businesses and exclusions, and stated that <br />he had noticed in other cities that they have used industrial and commercial zones. <br />City Attorney Foster said this something that might be considered. <br />Chairman Thomas mentioned the licenses, and Mr. Foster said this permitting and <br />licensing is probably a stricter look at what is going on, and it allows someone from <br />the City, such the Chief of Police, a period of time to study the request. <br />Chief of Police Karl Louis stated in looking at some of the ordinance that they can <br />perform background investigations on the people putting in these type clubs and <br />review their criminal history in order to make sure there are no ties to other types <br />of crime. <br />Mr. Loren Stephens stated that he had read the Lubbock ordinance and liked the <br />ability of licensing and maintaining control over these type businesses. <br />City Attorney Foster discussed Chapter 243 of the Local Government Code and the <br />guidelines the State sets for the cities and counties regulating sexually oriented <br />businesses. <br />Reverend Miller stated that he was concerned that there was not an ordinance <br />regulating sexually oriented businesses, and was concerned for the community at <br />large. He said that there was a need for regulations which would protect the City as <br />a whole. <br />After further discussion by the Committee, it was the consensus of the committee <br />to call a meeting for July 21, 1998, at 4:00 P.M. <br />
