MINUTES OF THE SPECIAL MEETING OF THE STREET AND DRAINAGE <br />COMMITTEE <br />April 18, 1988 <br />The Street and Drainage Committee of the City Council met in special <br />session, Thursday, April 18, 1988, 4:30 P. M., Council Chamber, City <br />Hall. Chairman Billy J. Burnett called the meeting to order with the <br />following members present: Councilman Travis Wortham, and Councilman <br />Marshall H. Kent, Jr. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Chairman Burnett announced the special meeting was called for the <br />purpose of reviewing the City's street rehabilitation and seal coating <br />program for 1988. <br />City Manager Malone advised there were several items on the agenda and <br />said we will have B. A. Huddleston, Director of Public Works, to go <br />over the 1988 street rehabilitation and seal coating program. <br />City Manager Malone presented the Committee a handout which detailed <br />the proposed 1988 budgeted rehabilitation of streets, and a map showing <br />the areas of proposed rehabilitation and seal coating. City Manager <br />Malone said the City has 140 miles of streets with an asphalt <br />surface. Under the present pavement management program, these street <br />should be sealed and chip covered on a 6 year revolving schedule which <br />requires 24 miles of street to be sealed each budget year, because this <br />schedule has not been follow in the past, the cost to bring street base <br />material to a quality condition has been increased. City Manager <br />Malone said this years program is to target 21.98 miles at an estimated <br />cost of $300,000. which as been budgeted. <br />Ballard Huddleston, Director of Public Works, pointed out on the map <br />the streets that will be seal coated stating they normally began work <br />May 16th and continue through September 16th which gives them four <br />months to complete the work, and 21 - 22 miles will be seal coated this <br />year. The portion that is going to be rehabilitated is approximately <br />2.92 miles estimated cost of $64,000. in the N. E. section of the city, <br />$22,265. N. W., $13,681. S. E. $12,454. S. W. <br />Councilman Wortham questioned the needed street repair to Center Street <br />and 13th N. E. Mr. Huddleston said Center Street is approximately 2300 <br />feet long, and construction cost and estimated cost is approximately <br />$1,000. per foot without drainage work or utility adjustment totaling <br />$23,000., 13th N. E. Street is approximately 900 feet, and Mr. <br />Huddleston said there would be considerable more drainage work to <br />contend with, and estimated the cost to be approximately $9,000. to <br />$14,000. which consist of strengthening the base and seal coat the <br />street. Mr. Huddleston presented pictures of the type of streets which <br />was done with funds from Community Development Block Grant. Mr. <br />Huddleston also stated the city is operating under past and present <br />policies and guidelines, and advised there were approximately 20 miles <br />of gravel and dirt streets in the city and estimated cost of material <br />
