Page 2 <br />to be $10.00 per linear foot, this does not include labor, equipment, <br />engineering, drainage and utility cost. <br />City Manager Malone reviewed the city policies regarding upgrading of <br />gravel streets to an asphalt type paving from 1916 to the present. <br />City Manager Malone said there seems to be interest on part of the <br />Council and those citizens who live on dirt or gravel streets in seeing <br />a different policy adopted. Mr. Malone advised that the City would <br />continue to operate under the present subdivision regulations in <br />development of new streets, but to upgrade the dirt and gravel streets, <br />Council would have to budget funds which would limit what is done. <br />Priorities would have to be set by the Council as to which street would <br />be upgraded. <br />After further discussion, Chairman Burnett recommended that one mile of <br />street be rehabilitated each year until all streets that are gravel or <br />dirt streets within the City have been completed. It was the consensus <br />of the Committee to make this recommendation to the City Council. <br />City Manager Malone informed the Committee there is approximately <br />$11,000.00 in a Community Development Block Grant Fund that could <br />possibly be used for rehabilitating Center Street and 13th N. E. <br />Street, but we would have to get approval from HUD in order to use <br />these funds. <br />The Committee instructed the City Manager to contact HUD with the <br />possibility of using funds from the Community Development Block Grant <br />Fund for the rehabilitation of Center and 13th N. E. Street, and to <br />present this recommendation to the City Council. <br />Chairman Burnett announced that the next item on the agenda was <br />consideration of drainage problems. <br />Gary Waite, Attorney, appeared before the Council representing Mr. <br />and Mrs. Glendon Gordon, 2195 W. Shiloh located at 22nd and Shiloh. Mr. <br />Waite said the Gordons have a drainage problem which has developed <br />since they lived there. In the past few years the Gordons have had <br />water to come into their house on several occasions. <br />Earl Smith presented a drawing of the area stating the City Staff has <br />made a study of the drainage in this area, and it appears the flow <br />currently turns west at 21st N. W., and overloads the drainage <br />structure at 22nd N. W. and Shiloh. Mr. Smith presented a proposal to <br />route the flow across Shiloh and continue north to Walker Street, then <br />turn West to intersect drainage at 23rd N. W. By constructing a <br />culvert plus an earthen ditch at an estimated cost of $20,000. assuming <br />easements are there. B. A. Huddleston, Director of Public Works <br />advised that he had less than $10,000. in his budget for this year, but <br />could possibly have funds from another account to do this work. <br />After discussion, the Committee recommended this be presented to the <br />Council on May 9th to do this project if funds are available with <br />Public Works doing the work. <br />
