MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, March 7, 1995 <br />5:15 o,clock P.M. <br />Council Room - City Hall <br />Paris, Texas <br />The Traffic Commission met in regular session Tuesday, March 7, 1995 with the follow- <br />ing members present: <br />1. Ed Ellis <br />2. Rickey Mackey <br />3. Pauline Franklin <br />4. George Robinson <br />5. David Gilbert <br />6. Charles Thompson <br />7. Pamela Campbell <br />The City Staff was represented by Assistant Police Chief James Barnett. <br />Co- Chairman Pauline Franklin called the meeting to order at 5:15 P.M. <br />The minutes of the August 2, 1994 meeting and the August 16, 1994 Special Meeting <br />were approved as submitted. <br />Commissioners Pamela Campbell and Charles Thompson arrived and took their seats. <br />The first item of business was a referral from the City Council to close Center Ave- <br />nue beginning at the East boundary line of 3rd St. N.E. to the West boundary line of <br />6th St. N.E. within the Fairgrounds property. <br />After discussion that the Fair Association Board of Directors had made this request <br />due to new buildings in the area and an increase in people using buildings on both <br />sides of the street and the fact they felt closing the street would increase safety <br />of these people as being the bases for the request there was some discussion of lia- <br />bility if someone was injured in the street. It was the feeling of some commission <br />members that if the street were closed liability would be placed on the Fair Assoc- <br />iation and if it remains open the liability is on the City of Paris. David Gilbert <br />made a motion to table this request until members of the Fair Association and /or an <br />attorney for the association could meet with the Traffic Commission. Ed Ellis second- <br />ed and the motion to table carried 7 ayes to 0 nays. <br />The second item of business was a request for a No Parking Zone on 11th.'. St. N.E. on <br />the East side of the street, from the North boundary line of Pine Bluff Street to <br />the North 100 Feet. <br />This request was made by Elbert Desmond of 605 11th N.E., phone 784 -4041, Paris, Tex- <br />as. He complained that when a truck is delivering to Barham Food Store that the tru- <br />ck parks in the street beside the store and traffic is blocked and emergency vehicles <br />would not be able to go North on 11th St. from Pine Bluff. <br />A message had been left at the Desmond residence that this item would be discussed <br />at this meeting but no one appeared to speak in favor of the request. <br />Jimmy Barham of 1055 Pine Bluff, owner of Barhams Food Store appeared and spoke ag- <br />ainst the request. He said the truck delivers one time per week and is only there <br />about 15 to 20 minutes and unloads merchandise into a door on the East side of his <br />building. He feels there is less danger when the truck parks on 11th Street than <br />there would be if it parked on Pine Bluff Street and he is not aware of any problems <br />or complaints from anyone other than Mr. Desmond. <br />
