MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, May 2, 1995 <br />5:15 o'clock P.M. <br />Council Room - City Hall <br />Paris, Texas <br />The Traffic Commission met in regular session Tuesday, May 2, 1995 with the follow- <br />ing members present: <br />1. David Gilbert <br />2. Pam Campbell <br />3. George Robinson <br />4. Billy Trenado <br />5. Ricky Masey <br />6. Mary Lane <br />The City staff was represented by Assistant Police Chief James Barnett. <br />Chairman Billy Trenado called the meeting to order at 5:20 P.M. when a quarum was <br />present. <br />The Minutes of the March 7, 1995 meeting were approved as submitted. <br />The first item of business was a tabled request to close Center Avenue beginning at <br />the East boundry line of 3rd N.E., to the East, to the West boundry line of 6th N.E. <br />within the fairgrounds property. <br />The item was brought from the table on a motion by George Robinson and seconded by <br />Pam Campbell. The motion passed 6 ayes to 0 nays. Discussion was held with Rita <br />Jane Haynes and Gordon Hogue, representing the Fair Association, speaking in favor <br />of the request. Assistant Chief Barnett reported that Mrs. Opal Dangerfield and <br />possibly one other resident of the area had spoken out as opposed to the closing of <br />the street. Access to the houses on East Center Avenue between the fairgrounds <br />and North Main Street was discussed as well as liability if anyone was injured on <br />the closed potion of the street. Rita Haynes said the Fair Association had been <br />told the City would be liable, since they owned the property, even if the street <br />is closed. Pam Campbell said she had talked with another attorney, who had resear- <br />ched the question, and was told the Fair Association would be liable if the street <br />were closed. David Gilbert said he would be for closing the street if the City At- <br />torney researched the question of liability. Assistant Chief Barnett reported that <br />he had talked with the City Attorney and the City Attorney had said he had no prob- <br />lem with the street being closed. David Gilbert then made a motion to recommend <br />the closing of East Center Avenue as requested. George Robinson seconded and the <br />motion carried 5 ayes to 1 nay with Pam Campbell voting against it. <br />The second item of business was a tabled request for 4 Way Stop Signs at the inter- <br />section of Fitzhugh Avenue and Clement Road. George Robinson made a motion to bring <br />the item from the table. Pam Campbell seconded and the motion passed 6 ayes to 0 <br />nays. Chief Barnett reported that this request was made by Mr. Jesse Swindle, phone <br />No. 785 -1029, a resident of the area, who had reported seeing several almost acci- <br />dents at the intersection caused by restricted vision and the 40 MPH Speed Zone on <br />Clement Road. Chief Barnett said that there was a problem from time to time with <br />brush growing along the sides of the road. The brush is trimmed and will then grow <br />out again. The city has been keeping an eye on this and having the brush cut or <br />cutting it when it needs it. The city did a study of the intersection and it does <br />not meet the warrants for 4 way stop signs either as to number of accidents or traf- <br />fic volume. There were no accidents reported at the intersection during 1994. <br />
