MINUTES TRAFFIC COMMISSION Tuesday, October 3, 1995 5:15 o'clock P.M. Council Room - City Hall Paris, Texas The Traffic Commission met in regular session Tuesday, October 3, 1995 with the following members present: 1. Billy Trenado 2. Ricky Mackey 3. Mary Lane 4. Pamela Campbell 5. George Robinson 6. Emily White The City Staff was represented by Assistant Police Chief James Barnett. Chairman George Robinson called the meeting to order at 5:18 P.M. The Minutes of the September 5, 1995 meeting were approved as submitted. The first item of consideration was a request for Stop Signs on East Garrett Street at 5th Street N.E. stopping East and West bound traffic. Assistant Chief Barnett reported that George Fisher had requested these signs after observing several near accidents since traffic had picked up in this area. After discussion Pam Campbell made a motion to recommend the signs be placed as requested. Billy Trenado seconded and the motion passed 5 ayes to 0 nays with Ricky Mackey not being present. Ricky Mackey came in and joined the meeting. The second item for consideration was for Stop Signs on 18th Street N.W. at West Walker Street stopping North and South bound traffic. Assistant Chief Barnett reported that this request was made by Marie Ransom, a res- ident of the area, after she observed several accidents and almost accidents at the intersection. Police records showed that from September of 1994 thru September of 1995 1995 there had been four (4) reported accidents at this location. (Ms. Ransom's phone number is 785 - 0523.) Mary Lanes made a motion that the stop signs be placed as requested. Pam Campbell seconded and the motion carried 6 ayes to 0 nays. The third and final item of consideration was a request to remove the No Parking Zone on the East side of the street in the 1200 block of South Main Street. Assistant Chief Barnett reported that this request was made by Irene Foreman, owner of The South Main Cafe located on the West side of the street in this block. Mrs. Foreman was present and spoke in favor of the request. Discussion was held concern- ing the fact that the No Parking signs had been down for several months or years in this block and vehicles only parked there during the breakfast and lunch hours of the cafe and no problems had been noted. There was some discussion about why it had been designated No Parking in the first place. No clear reason was established other than this was a major traffic carrier and all the major streets had been designated as No Parking on both sides of the street for safer and faster movement of regular traf- fic and emergency vehicle traffic. Pam Campbell made a motion that the request be granted. Mary Lane seconded and the motion carried with Commissioners Campbell, Lane, Robinson and White voting aye, Commissioner Trenado voting nay and Commissioner Mackey abstaining.
