MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, October 3, 1995 <br />5:15 o'clock P.M. <br />Council Room - City Hall <br />Paris, Texas <br />The Traffic Commission met in regular session Tuesday, October 3, 1995 with the <br />following members present: <br />1. Billy Trenado <br />2. Ricky Mackey <br />3. Mary Lane <br />4. Pamela Campbell <br />5. George Robinson <br />6. Emily White <br />The City Staff was represented by Assistant Police Chief James Barnett. <br />Chairman George Robinson called the meeting to order at 5:18 P.M. <br />The Minutes of the September 5, 1995 meeting were approved as submitted. <br />The first item of consideration was a request for Stop Signs on East Garrett Street <br />at 5th Street N.E. stopping East and West bound traffic. <br />Assistant Chief Barnett reported that George Fisher had requested these signs after <br />observing several near accidents since traffic had picked up in this area. After <br />discussion Pam Campbell made a motion to recommend the signs be placed as requested. <br />Billy Trenado seconded and the motion passed 5 ayes to 0 nays with Ricky Mackey not <br />being present. <br />Ricky Mackey came in and joined the meeting. <br />The second item for consideration was for Stop Signs on 18th Street N.W. at West <br />Walker Street stopping North and South bound traffic. <br />Assistant Chief Barnett reported that this request was made by Marie Ransom, a res- <br />ident of the area, after she observed several accidents and almost accidents at the <br />intersection. Police records showed that from September of 1994 thru September of <br />1995 1995 there had been four (4) reported accidents at this location. (Ms. Ransom's <br />phone number is 785 - 0523.) <br />Mary Lanes made a motion that the stop signs be placed as requested. Pam Campbell <br />seconded and the motion carried 6 ayes to 0 nays. <br />The third and final item of consideration was a request to remove the No Parking Zone on <br />the East side of the street in the 1200 block of South Main Street. <br />Assistant Chief Barnett reported that this request was made by Irene Foreman, owner <br />of The South Main Cafe located on the West side of the street in this block. Mrs. <br />Foreman was present and spoke in favor of the request. Discussion was held concern- <br />ing the fact that the No Parking signs had been down for several months or years in <br />this block and vehicles only parked there during the breakfast and lunch hours of the <br />cafe and no problems had been noted. There was some discussion about why it had been <br />designated No Parking in the first place. No clear reason was established other than <br />this was a major traffic carrier and all the major streets had been designated as <br />No Parking on both sides of the street for safer and faster movement of regular traf- <br />fic and emergency vehicle traffic. Pam Campbell made a motion that the request be <br />granted. Mary Lane seconded and the motion carried with Commissioners Campbell, Lane, <br />Robinson and White voting aye, Commissioner Trenado voting nay and Commissioner Mackey <br />abstaining. <br />
