4 1 <br />MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, December 1, 1992 <br />5:15 o'clock P.M. <br />Council Room - City Hall <br />Paris, Texas <br />The Traffic Commission met in regular session Tuesday, December 1, 1992 with the follow- <br />ing members present: <br />1. Frank Sherman <br />2. Pauline Franklin <br />3. David Gilbert <br />4. Charles Thompson <br />5. Billy Trenado <br />The City Staff was represented by Assistant Police Chief James Barnett. <br />The meeting was called to order at 5:30 P.M. by David Gilbert seving as Chairman in the <br />absence of Ed Ellis. <br />The minutes of the September 1, 1992 and the September 10, 1992 meetings were approved <br />as submitted. <br />The first item of business was a request for crosswalks at the following locations: <br />1. In the 800 block of Clarksville Street, East of the West driveway of St. Joseph's <br />Hospital. <br />2. In the 900 block of Clarksville Street on the West side of 10th S.E. <br />3. In the 900 block of East Austin Street on the West side of 10th S.E. <br />After discussion that these three requests all came from St. Joseph's Hospital, and that <br />Lonnie Dear was present representing St. Joseph's Hospital, Mr. Dear addressed the com- <br />mission to speak in favor of the request. He also requested that the crossings be mark- <br />ed with some type of warning light. He said the crossings on Clarksville Street were <br />requested because patients have to cross the streets to go to the Radiology building and <br />the new hospital center down at the old Sears building. The crossing on East Austin was <br />requested because people from the hospital have to cross the street to get to Airo -fit <br />and the parking area at Austin and 10th Streets. <br />Chief Barnett reported that he had talked with the State Department of Transportation <br />and the City Engineer about the crossings and they had no objection to the crosswalks <br />being placed but the City Engineer had recommended that wheelchair ramps be required. <br />Charles Thompson made a motion that all three of these items be considered together and <br />that the requests be approved with the City Engineers recommended wheel chair ramps. <br />Pauline Franklin seconded the motion and it carried 5 ayes to 0 nays. <br />The next item of business was a request for crosswalks at the following locations: <br />4. In the 2500 block of Clarksville Street on the East side of the driveway to Paris Jr. <br />College. <br />5. In the 900 block of 24th S.E., North of E. Polk Street. <br />6. In the 1100 block of 24th S.E., North of East Jackson Street. <br />President Bobby Walters and Otho Bowmer appeared and spoke in favor of the requested <br />crosswalks. The old Gibson's building across from their school on Clarksville Street <br />student housing and parking areas across 24th S.E. make the crosswalks necessary. <br />The Clarksville Street crosswalk is to be West of the driveway. <br />Chief Barnett advised the commission that the State Department of Transportation and the <br />City Engineer had also been contacted and they had no objection to the crosswalks but <br />City Engineer did request that wheel chair ramps be required at each crosswalk. <br />
