4 1 MINUTES TRAFFIC COMMISSION Tuesday, December 1, 1992 5:15 o'clock P.M. Council Room - City Hall Paris, Texas The Traffic Commission met in regular session Tuesday, December 1, 1992 with the follow- ing members present: 1. Frank Sherman 2. Pauline Franklin 3. David Gilbert 4. Charles Thompson 5. Billy Trenado The City Staff was represented by Assistant Police Chief James Barnett. The meeting was called to order at 5:30 P.M. by David Gilbert seving as Chairman in the absence of Ed Ellis. The minutes of the September 1, 1992 and the September 10, 1992 meetings were approved as submitted. The first item of business was a request for crosswalks at the following locations: 1. In the 800 block of Clarksville Street, East of the West driveway of St. Joseph's Hospital. 2. In the 900 block of Clarksville Street on the West side of 10th S.E. 3. In the 900 block of East Austin Street on the West side of 10th S.E. After discussion that these three requests all came from St. Joseph's Hospital, and that Lonnie Dear was present representing St. Joseph's Hospital, Mr. Dear addressed the com- mission to speak in favor of the request. He also requested that the crossings be mark- ed with some type of warning light. He said the crossings on Clarksville Street were requested because patients have to cross the streets to go to the Radiology building and the new hospital center down at the old Sears building. The crossing on East Austin was requested because people from the hospital have to cross the street to get to Airo -fit and the parking area at Austin and 10th Streets. Chief Barnett reported that he had talked with the State Department of Transportation and the City Engineer about the crossings and they had no objection to the crosswalks being placed but the City Engineer had recommended that wheelchair ramps be required. Charles Thompson made a motion that all three of these items be considered together and that the requests be approved with the City Engineers recommended wheel chair ramps. Pauline Franklin seconded the motion and it carried 5 ayes to 0 nays. The next item of business was a request for crosswalks at the following locations: 4. In the 2500 block of Clarksville Street on the East side of the driveway to Paris Jr. College. 5. In the 900 block of 24th S.E., North of E. Polk Street. 6. In the 1100 block of 24th S.E., North of East Jackson Street. President Bobby Walters and Otho Bowmer appeared and spoke in favor of the requested crosswalks. The old Gibson's building across from their school on Clarksville Street student housing and parking areas across 24th S.E. make the crosswalks necessary. The Clarksville Street crosswalk is to be West of the driveway. Chief Barnett advised the commission that the State Department of Transportation and the City Engineer had also been contacted and they had no objection to the crosswalks but City Engineer did request that wheel chair ramps be required at each crosswalk.
