9 - 5 -aa <br />MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, July 3, 1990 <br />5:15 P.M. <br />Council Room - City Hall <br />Paris, Texas <br />The Traffic Commission met in regular session Tuesday, July 3, 1990, <br />with the following members present: <br />1. Richard Fuller 5. Frank Sherman <br />2. Tom Kolko 6. Gerald Byas <br />3. Charlie Thompson 7. Billy Trenado <br />4. David Gilbert <br />The city staff was represented by Assistant Police Chief James Barnett. <br />The meeting was called to order at 5:18 P.M. by Chairman Tom Kolko. <br />The Minutes of the April 3, 1990 meeting were accepted as submitted. <br />Charlie Thompson came in. <br />A request for placing Stop Signs on Fairfax, stopping traffic from the <br />East and West, at 12th N.E. was considered. After discussion Gerald <br />Byas made a motion to recommend placing the signs as requested. Billy <br />Trenado seconded and the motion carried 7 ayes to 0 nays. <br />Next a request to establish a No Parking Zone within- State right of way <br />all the way around Loop 286 was considered. After discussion Gerald Byas <br />made a motion to recommend the No Parking Zone as requested. Frank Sher- <br />man seconded and the motion carried 7 ayes to 0 nays. <br />A request to remove the No Parking-1z one on North Collegiate Street on the <br />East side only starting at the Sough curbline of Kessler Street to the <br />South 430 feet was then considered. This request had been tabled at an <br />earlier meeting. Charlie Thompson made a motion to take the item from <br />the table for consideration. David Gilbert seconded that motion and it <br />carried 7 ayes to 0 nays. <br />Mr. Karl Block of 1020 N. Collegiate was present to speak in favor of <br />removing the No Parking designation in this area. He said he represented <br />several residents of the area. He spoke to the need for parking on the <br />street when they have company. <br />I recommended the No Parking Zone be left as it is due to the safety <br />risks of allowing parking on the street. The street is too narrow to <br />safely park on it and the volume of traffic recorded by a survey done <br />by the State Department of Highways and Transportation indicated this <br />to be a very busy street made it more hazzardous with vehicles parked <br />along the street. <br />After discussion Gerald Byas made a motion that the No Parking Zone be <br />left as it is. Richard Fuller soconded and the motion carried 5 ayes to <br />2 nays. Commissioners Thompson and Gilbert voting nay. <br />The meeting adjourned at 5:44 P.M.
