recruitment will not help us. If we give, if we wait until that test runs <br />out and give another test, we need to get minorities signed up to <br />take the test in order to be considered. Then, they have got to pass <br />that test and they have got to be high upon the list, because there <br />will only be three position taken from that list unless somebody quits <br />their job, and that is not likely.
