PARIS PUBLIC LIBRARY <br />MINUTES OF THE PARIS PUBLIC LIBRARY ADVISORY BOARD MEETING <br />March 26, 1986 <br />326 S. MAIN STREET <br />PARIS, TEXAS 75460 <br />The Advisory Board for the Paris Public Library met in a delayed session at the <br />Library, March 26, at 4 p.m. with Mrs. Virginia Gibbs, Chairman, presiding. Pre- <br />sent were Rogene Patterson, Beth Shelton, Reeves Hayter, Jim Lynch, Don Black, <br />Robert Pierson and Frances Ellis, Secretary. Also attending were Gertiana Williams, <br />Library Director and Dick Boots of the City. <br />Minutes of the February 19 meeting were approved as circulated. <br />Members discussed first plans for the Groundbreaking for the new building, think- <br />ing of a date in June during the week of the 9th -16th. Suggested speakers in- <br />cluded Governor White and Lieutenant Governor Bill Hobby, and Dr. Black was asked <br />to speak to Dr. Earl Bellamy about inviting Hobby. Former board members, staff, <br />city council, county commissioners, bond issue committee, descendents of J.J. Cul- <br />bertson, S.W. Wilbor, and Mrs. Scott, the founder of the first Library in downtown <br />Paris, Brown Coleman who was the first President of Friends of the Library, NETLS <br />representative, and others were to be placed on the guest list. Groundbreaking <br />would be on the Library grounds with the speech possibly in the Peristyle of By- <br />waters Park. Mrs. Ellis was asked to work with Ms. Williams, but all Board mem- <br />bers were to consider themselves members of the planning committee. <br />Dick Boots reported all but $1000 of the budgeted $70,000 set aside for land ac- <br />quisition, title policies, demolition had been used on the property behind the Li- <br />brary on First Street S.W. Some trees remain until final plans for the building <br />and grounds are decided. He said the budget had not changed since the $975,000 <br />bond issue and the Texas State Library Grant of $100;000 were approved: $7+0,000 <br />- -- construction and renovation; $70,000 land acquisition, lease fees, demolition <br />and titles; $120,000 -- furnishings and equipment; $86,000 contingency fund, <br />$5+,000 fees, and $5,000 for surveys, etc. <br />Mr. Boots anticipated some donations for the furnishings, but said Bill Lightfoot, <br />who was out of town, could not include any donations until they were received. <br />Members discussed the brass doors at the present front entrance, and decided to <br />present possible solutions to Mr. Lightfoot: leave them for a front entrance but <br />have no handles on inside for exiting; build a gate inside to prevent exiting <br />through them; do not close them completely for this would cause the front of the <br />building inside to be neglected. <br />Members discussed security and using sprinkler system. Mr. Pierson said using <br />a sprinkler system would reduce insurance by 25 or 30 percent. Magnetic tape <br />will be used in this type of security system so that there would be a beep if <br />people left the building without checking out items. <br />
