-3- <br />The public relations we have gained has more than offset any slight increase <br />in overdues that these statistics show. <br />We figured closely that approximately one full time equivalent clark's time was <br />spent in handling fines, making reports to City Hall, etc. So, we agreed to give uo a <br />position to offset any loss of revenue to the Cijy. Mr. Madley said this was an honest <br />concession on his part too avoid any possible argument. He now feels that this would <br />not have been necessary, but he did not want to risk the success of the project. <br />We do feel the "no fine" system is one of the best things we have done. Public <br />support for a project like this is absolutely essential. Through the media and personal <br />contact, we let it be known that we needed their support to make it work. The public, <br />recogn zing a good thing, has realized that the books must be returned on time if they <br />are to continue to enjoy this new freedom. We also have cracked down hard on the <br />real offenders.
