Paris Public Library <br />Paris, Texas <br />December 13, 1978 <br />Advisory Board <br />Paris Public Library <br />Dear Members: <br />Since we did not have a quorum at the last Board meeting, the <br />various issues regarding the proposed circulation policy still <br />need to be resolved. I had considered having a fresh draft ready <br />for you, but I don't know what to put in it until we have come to <br />an agreement. If we can agree on all the points at the upcoming <br />meeting, I will prepare a draft ready for you to approve at the <br />January meeting. If you have lost your copy of the policy or the <br />letter enumerating proposed changes, please ask me for another one. <br />In regard to the possibilities for cooperation between the public <br />library and the PJC library, I mentioned to you that we can apply <br />for an LSCA Title III grant to have a plan formulated by a consult- <br />ing professional. If we wish to proceed with this, we must have <br />the grant application completed and mailed by March 1. The effect- <br />ive period for the grant would be approximately May, 1979 to August, <br />1980. So, we should come to a consensus fairly soon about whether <br />we want to apply. The application form is quite long and would <br />take several hours to complete. I am not advocating that we should <br />do this but only urging you to consider your options. <br />There is a matter of some urgency to which I think you should give <br />some thought and perhaps some personal effort. The state Legisla- <br />tive Budget Board (of which Senator Aiken is Chairman) voted to cut <br />$150,000 from the Library Development Division (i.e., Systems) <br />appropriation for next year. This was apparently done in the mis- <br />taken belief that there will be more money forthcoming from federal <br />LSCA funds -- very unlikely. <br />The Texas Municipal League, on the other hand, has recommended to <br />the legislature as part of its budget proposal that state funding <br />for the Library Development Division be increased by thirty per <br />cent. This fact can be used to show that there is strong support <br />for more and better public library service in Texas. <br />
