_�,N __1%1 <br />It behooves all good Texans to write their representatives in the <br />State legislature and ask that this $150,000 be restored. You can <br />tell them that loss of this money will cause a swift and sure re- <br />duction in the printed and audio - visual material that struggling <br />small local libraries have to offer the legislators' constituents. <br />Surely, any legislator in a democratic society wishes his consti- <br />tuents to have the best possible chance to be well educated and <br />informed. You, as a citizen, are stating that quality library <br />service is a necessary item for the public purse, and one likely <br />to yield more revenue than it cost through a more discriminating <br />and productive citizenry. <br />After studying the necessary expenditures for setting up an auto- <br />mated book charging system and talking to both Mr. Sokoll and Mr. <br />Greene, I have decided not to try to purchase the package until <br />next fiscal year. Harold points out that the necessary supplies <br />can then be properly budgeted. After seeing what a bind it would <br />put on our supplies allocation, I agreed it would be best to wait. <br />Mr. Sokoll has informed the city directors and supervisors that it <br />is time to begin planning our budgets. I have not been able to <br />start getting it on paper, but there are several requests in my <br />mind. I am not sure what we need first and worst -- we need so <br />many things. I hope that in the next three months, I can count on <br />all of you for strong support in working out and presenting our <br />budget proposal. I will try to get to work on it very soon. (Right <br />now, the staff and I are trying to plan our periodicals program <br />for the coming year. Budget is next.) <br />Mrs. Pam Drake's term as our lay representative to Northeast Texas <br />Library System expires December 31. She tells me she is not inter- <br />ested in continuing for another year. Therefore, we need to appoint <br />someone. Qualifications should include interest in the library, <br />willingness to devote several hours to studying NETLS by -laws and <br />activities, etc., readiness to consult the Board and the librarian <br />to truly represent out interests at voting sessions, and the ability <br />to take a day off and go to meetings (possibly at his or her own <br />expense) several times (perhaps half a dozen) during the year. <br />The appointee cannot be an employee of the library but may be a <br />member of the Board. The Library Systems Act (Vernon's, Article <br />5446a) requires that the governing body of the library officially <br />appoint the lay representative. This means that the City Council <br />will have to endorse the Board's choice. <br />
