PARIS PUBLIC LIBRARY
June 19, 1979
Paris Public Library Advisory Board
Regular Meeting
fit
326 S. MAIN SUEET
PAWS, TEXAS MW
Present were Chairman Pat Bassano, Mrs, Virginia Gibbs, Mrs. Jackie Alsobrook,
Mr. David Denney, and Librarian John Hastings.
Mr. Bassano-reported to the Board that he had left a message with John Hastings
to tell the Mayor that the Board had four names to submit as possible replace-
ments for the vacancy to be left July l by the expiration of term and resigna-
tion of F.D. Mallory. The four names were Robert Pierson, Cecil Everett, Bill
Murphy, and Mrs. Lafe Rawlings. He reported that Mayor Malone had decided the
interval before the regular Council meeting was too short to consult with the
candidates and had therefore deferred any action until the July meeting.
Mrs. Alsobrook suggested that this would be a good time to increase the number.
of Board members from seven to nine. Mr. Denney said he thought that the num-
ber of Board members was set by city ordinance. Mr. Bassano said he thought
it was not an ordinance but a resolution. The Board requested that John Hast-
ings find out from the City Attorney by what process the number of Board mem-
bers was set and what action would be necessary to increase it by two.. As the
Board generally agreed.that a larger Board would increase attendance at meetings
and also involve more people in the public library, they wished to recommend
that the City Council increase the Board and possibly appoint three of the
four submitted names for membership.
The first scheduled business was the election of officers. Mrs. Alsobrook
nominated David Denney for Chairman. Mrs. Gibbs seconded the nomination. Mr
Denney was elected unanimously. Because our traditional secretary, Mrs. Ellis,.
has been away due to the illness of her husband, Mrs. Alsobrook suggested that
election of other officers be deferred until the July meeting. -This suggestion
met with the approval of the Board.
Jackie Alsobrook reported on her recent meeting with Elizabeth Crabb. They
discussed the possibility that the library might drop out of NETLS for a time
in order to gain county support. Since per capita support must equal or exceed
the average of the previous three years, the library would eventually be eligible
to re -enter NETLS. One possibility discussed was formation of an independent
library in Lamar County, which could later contract with Paris Public to form
a larger service area. This procedure would be carried out in hope of obtaining
an establishment grant from the State Library Development Division. Also, it
might enable the library to obtain money from the County without considering
previous per Capita expenditure or losing NETLS membership. Mrs. Alsobrook
