PARIS PUBLIC LIBRARY ADVISORY BOARD <br />JULY 15, 1998 <br />MINUTES <br />The Paris Public Library Advisory Board met in regular session Wednesday, July 15, 1998 at <br />4 PM in the Texas History Room with Chairman Keitt Wood presiding and these members <br />present: Jackie Alsobrook, Virginia Gibbs, John Howison, Rogene Patterson, Catharine <br />Browning, Friends President, and Beverly Lewis, Library Director. Absent were Frances Ellis, <br />Curtis Fendley, Ralph Rodgers and Beth Shelton. <br />The June 17, 1998, Minutes were approved as distributed. <br />Ms. Lewis distributed the Financial Report and noted Library expenditures were in line for this <br />time of the fiscal year. <br />The Statistical Report was distributed and Ms. Lewis noted an overall decrease of 3.9% in <br />circulation from last year at the same time. She advised it may be difficult to top last year's <br />circulation record because it was such a large increase over previous years. She also noted there <br />has been an definite increased use of electronic resources which could account for a slight <br />decrease in the circulation of adult non - fiction books. <br />The Summer Reading Club programs based on African and Indian literature are very informative <br />as well as entertaining and the kids participating are enjoying themselves. Many are reading <br />books and telling about the stories so as to win food coupons from Club sponsors. There were 16 <br />programs for readers and 16 programs for preschoolers in June and 667 kids attended. There are <br />two JTPA paid assistants this year and six junior volunteers. Ruby Summers manages the <br />preschool programs and she is paid by the Friends of the Library. <br />The Senior Outreach Service will be called Outreach Service from now on because it provides <br />materials to a variety of locations not just senior centers. In June, twelve locations and three <br />homebound patrons received 561 books, 82 videos, 67 audio books and 55 magazines. <br />The Mobile Library Summer Reading Service provided 21 programs last month at seven <br />locations and 647 kids and 244 adults attended. <br />Ms. Lewis advised Congress is still holding up the E -Rate procedure and all applications for <br />funding are in limbo. <br />After discussion, upon motion by Jackie Alsobrook, second by Virginia Gibbs, the Board voted <br />unanimously to amend the Internet Guidelines and the corresponding "Internet Access <br />Agreement" to state that children "under eighteen years of age" must have permission from a <br />parent or legal guardian to access the Internet. <br />
