BY -LAWS PARIS PUBLIC LIBRARY ADVISORY BOARD PARIS, TEXAS (Advisory Board Established September, 1977) ufTl�l�ll�l� «7.`� A regular meeting of the Library Advisory Board shall be held once each month. 2. The annual meeting of the Library Advisory Board shall be held in July. 3. Special meetings may be called by the chairman, or upon request of at least one -half of the Board members, for the transaction of business stated in the call for said meeting. At least 24 hours notice shall be given all members before any special meeting may be called. 4. Notice of the monthly meeting will be posted at City Hall. OFFICERS AND MEMBERS 1. The Advisory Board shall have nine members, serving three -year terms. Three members shall complete their full terms of office each year. No member shall serve more than two consecutive full terms. Should a vacancy occur, the person appointed shall serve out the incomplete term. The Advisory Board shall make recommendations to the Paris City Council for the appointment and reappointment of members to the Advisory Board, and for Lay Representatives to the Northeast Texas Library System. 2. Ex- officio members shall be the Library Director, NETLS Lay Representatives and Friends of the Library President. 3. The officers of the Board shall be chosen at the Annual Meeting of the Board and shall be as follows: Chairman, Vice - Chairman, and Secretary. 4. The Chairman shall preside at all meetings, appoint special committees as needed, and authorize calls for special meetings. 5. The Vice - Chairman assumes the duties of the Chairman in the absence of the Chairman. 6. The Secretary shall keep an account of all Board meeting proceedings. The official, approved Minutes of the Board shall be kept with the City Clerk with a duplicate copy kept in the Library. Copies of the monthly minutes shall be provided to the City Manager and Advisory Board members.
