MINUTES OF THE SPECIAL MEETING OF THE WATER & SEWER RATE <br />STUDY ADVISORY COMMITTEE <br />February 11, 1988 <br />The Water & Sewer Rate Study Advisory Committee met in special session, <br />Thursday, February 11, 1988, 6:00 P. M. Council Room, City Hall. <br />Chairman Marshall H. Kent Jr. called the meeting to order with the <br />following members present: Councilman Bill Bone, Councilman Travis <br />Wortham, Herb Campbell, Director of Utilities, W. E. Anderson, Director <br />of Finance, City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, and Mattie Cunningham, City Clerk. <br />Chairman Kent stated the purpose of this meeting was to receive a <br />briefing from our Consultants, Reed and Stowe and Freese & Nichols, <br />regarding the Water & Sewer Rate Study. <br />Jack Stowe Consultant for Reed & Stowe, appeared and advised that the <br />first item he would like to cover is the surveys that were sent out, <br />and stated that he has received ten of those back, and requested that <br />those still out to please return as soon as possible. <br />Mr. Stowe went over each question on the survey and gave the results of <br />the thirteen questions asked as follows: <br />1. What would you perceive as the City's responsibility in providing <br />water and wastewater services to its inside city limits retail <br />customers and contract customers? <br />6 Provide the highest quality of service at the most economical <br />price. <br />4 Provide a reasonable level of service which would allow the <br />City to recover cost plus a profit. <br />2. In your opinion, should the City Departments be furnished water and <br />wastewater service with no charges? <br />3 Yes 7 No <br />Mr. Stowe pointed out that the City's 1983 Bond Ordinance specifically <br />states that the City shall not receive any free service for it's usage, <br />and by law the city should be paying for these services. <br />3. Should the City be in the business of supplying utility services to <br />customers outside of its city limits? <br />8 Yes 2 No <br />4. In Your opinion, should the City have a long -term plan for <br />providing adequate utility services? <br />10 Yes 0 No <br />If yes, how long of a planning period would be appropriate? <br />
