MINUTES OF THE SPECIAL MEETING OF THE WATER & SEWER RATE <br />STUDY ADVISORY COMMITTEE <br />March 12, 1991 <br />The Water & Sewer Rate Study Advisory Committee met, Tuesday, March 12, <br />1991, 5:00 P.M., City Council Chambers, City Hall, Paris, Texas. <br />Chairman Billy Joe Burnett called the meeting to order with the <br />following members present: Councilman E. W. (Bill) Booth, Councilman <br />George Fisher, Jr., Director of Utilities, Herb Campbell, City <br />Engineer, Earl Smith, City Attorney, T. K. Haynes, and City Manager, <br />Michael E. Malone. Also present was City Clerk, Mattie Cunningham. <br />Chairman Burnett announced the purpose of the meeting was to receive <br />briefing from Keith Reed, a partner in Reed -Stowe & Company that has <br />been engaged to conduct a Water and Wastewater Rate Study for the City <br />of Paris. <br />Mr. Reed said this would be an informal meeting that he would not talk <br />dollars and cents, but wanted to tell the Committee of some of thing <br />that has developed since 1988. <br />Mr. Reed told the Committee that they see new and continuing problems, <br />one is the amount of infiltration /inflow that is getting back into the <br />sewer lines that has to be treated, this amounts to approximately 40% <br />volume from outside. The discharge is slightly less than before, and <br />with the work that City Engineer, Earl Smith, has in process, should <br />reduce the volume substantially. <br />Councilman Burnett questioned Mr. Reed if we were getting most of the <br />infiltration /Inflow from the older part of town, rain water, and on the <br />loop. <br />Mr. Reed told the Committee there was some infiltration /inflow from the <br />older part of the City, rain water, and the loop, but this would only <br />be a fraction of the problem. <br />City Engineer, Earl Smith, said he feel that something that is going on <br />is when we remodeled the lift station, we were not metering the lift <br />station's bypasses, and now we are which would account for some of the <br />increased volume. <br />Mr. Reed pointed out the fact that some of the problems we are <br />experiencing is in the outfall lines between the flow basin and the <br />treatment plant, stating there is a 30% infiltration /inflow there. Mr. <br />Reed said he was aware of the S. E. Lift station line replacement which <br />will eliminate infiltration /inflow, and this is something that we have <br />to work on. <br />Mr. Reed discussed water metering problem telling the Committee that <br />there is a 20% loss of water in the system, and is a problem that need <br />attention. Mr. Reed pointed out that we have two customers that is on <br />one 33 inch line, and when it leaks you know about it, and stated there <br />is no leakage there. Mr. Reed pointed out there is 2.8 million <br />gallons of water lost which would indicate a major metering problem at <br />
