SPECIAL MEETING OF THE CITY COUNCIL WATER & SEWER <br />SUBCOMMITTEE <br />JANUARY 21, 2003 <br />The City Council Water and Sewer Subcommittee met in special session, <br />Tuesday, January 21, 2003, 6:00 P. M., at the City Hall West Annex <br />Conference Room, 150 1 t S.E., Paris, Texas. Chairman Benny Plata called the <br />meeting to order with Councilman Willie Weekly and Councilwoman Francine <br />Neeley being present. Also present were City Manager Michael E. Malone, City <br />Attorney Larry Schenk, Director of Finance Gene Anderson, Director of <br />Utilities Herb Campbell, Director of Public Works Terry Townsend, and City <br />Clerk Mattie Cunningham. <br />Chairman Plata called for discussion and establishing goals and objectives ofthe <br />Committee. <br />Councilwoman Neeley said her thoughts were that the city had a water rate <br />study in the works and the City Council needs to be prepared to speak to the <br />citizens on this issue and be able to tell them where the City Council spends <br />money and what they are doing with the city funds. Councilwoman Neeley <br />stated that the citizens are not going to like the outcome of the rate study. She <br />also stated that the city needs to stay in compliance with all the laws. <br />Councilman Weekly agreed with what Councilwoman Neeley said about being <br />able to answer the citizen's questions regarding city funds and the manner in <br />which they are spent. <br />Chairman Plata said he felt that a lot of people are going to start asking <br />questions about other cities and comparing them with the City of Paris. <br />Chairman Plata said one of his objectives is to check with other cities and get <br />their rates. He stated that he would also like to compare personnel in other <br />cities' Water Production, Sewer Treatment and Water Treatment Departments <br />with the personnel in the City of Paris's Water Production, Water Treatment and <br />Sewer Treatment Departments. <br />City Manager Malone pointed out that there were other departments that make <br />
