City Council Water & Sewer Subcommittee <br />January 21, 2003 <br />Page 2 <br />up the Water and Sewer Fund in addition to the three named by Chairman Plata. <br />To compare with other cities, we would also have to include information about <br />Water Distribution, Sewer Maintenance, Warehouse, and Water Billing. <br />Another factor to consider is the debt payment. <br />Terry Townsend, Director of Public Works, explained that in contacting other <br />cities concerning costs, we would have to be very explicit in trying to break out <br />distribution costs. In some cities they would be including the cost and <br />manpower to produce the water in addition to the distribution costs because they <br />might be organized differently. Mr. Townsend said every city that is contacted <br />will be different. Mr. Townsend gave an example of the City of Duncanville <br />which buys all of its water from the City of Dallas. Mr. Townsend said when <br />you look at their water distribution and sewer collection system, all of the cost <br />is figured into their water distribution budget. They do not have a water <br />production budget because they do not produce any water. <br />Chairman Plata stated he wanted to compare cities with approximately the same <br />population as the City of Paris. <br />Councilwoman Neeley pointed out that at one time over one -half of the water <br />that the City of Paris was producing was going to Campbell Soup, which means <br />you have to produce the water even though we do not have the population. This <br />is another factor that has to be looked at. Councilwoman Neeley stated that they <br />may have to go by city water production instead of population. Mr. Campbell <br />advised that the consumption of Campbell Soup at this time is 35% of the water <br />produced by the City of Paris. <br />City Attorney Schenk advised that there are other entities that the City of Paris <br />supply water to that would also have to be taken into account. City Manager <br />Malone said the city supplies about 60,000 people with water in Lamar County <br />and neighboring counties. <br />Chairman Plata stated that he will be asking the question of how many people- <br />other cities are serving outside their cities, in addition to their population. <br />
