Mayor Eric Clifford Sept. 25, 1995
Councilmen Charles Fulbright
Richard Hunt
Dear Sirs,
Re: Water and Sewage rates for Paris for 1995
We are senior citizens living in Lamesa Heights Addition of Paris, Texas. We have
already written the Council twice on this terrible water / sewage situation. After reading the
article in the Paris News on the quotation "9,000 customers, over 70 percent were not
dramatically impacted by the new rates, Stowe said. According to his findings, over 2,000
customers paid over $25 a month; 177 paid over $75; and 71 paid over $100 ", we decided to ask
our neighbors and friends if we were the only ones that were upset. It seems strange that almost
everyone in our little Addition had water bills that doubled and were over the $50 limit only one
had under $50. Most were like ourselves that were over $100. Where do the 2,000 residents live
with just over $25 a month live ? ?? If 70% were dramatically not impacted by the new rates, why
would the Supervisor of the City of Paris Water Department say that the phone had been ringing
off the wall since the rates took affect ? ? ?? Where did he get his figures ? ??
When we made our own survey we found that everyone but one was upset!!! We cannot
figure how a family of two senior citizens would have a $160 water / sewer bill for one month and
a family of five who washes on the average of 12 loads of clothes a week not counting bathroom,
dishwashing, etc.to have paid only $85. They were upset because this bill was doubled from their
normal rate. Another family of just two senior citizens was $130. One that is really strange is a
widow all by herself had over $130 bill. I could go on and on with all the people I have talk to. Is
our Addition the only one that received high bills ? ?? Do we have some kind of meter problem or
leak that is affecting just our area ? ??
We even ask other area townspeople outside of Paris, what they paid for water and they
ran between $35 and the largest was $75 a month. Something is terribly wrong somewhere.
We left Midland, Texas to retire in Paris. We had in Midland, a commercial greenhouse in
our backyard and a large house full of plants where watering was an everyday occurrence even in
winter. Our highest water bill in that dry desert region was only $75.

.r., ._yj ✓t ,
