SPECIAL MEETING UPPER STILLHOUSE CREEK SEWER SERVICE COMMITTEE <br />November 10, 1987 <br />The Committee for the Upper Stillhouse Creek Sewer Service met November <br />10, 1987, 5:00 P. M., Conference Room, City Hall. Chairman Curtis <br />Fendley called the meeting to order with the following members <br />present: Councilman Clifford, and Councilman Bone. Also present was <br />City Manager, Michael E. Malone, City Attorney, T. K. Haynes, City <br />Clerk, Mattie Cunningham, and City Engineer, Earl Smith. <br />Chairman Fendley announced that the special meeting was called for the <br />purpose of discussing and making recommendations to the City Council <br />concerning service to proposed area of annexation. <br />Councilman Clifford asked if Dean Jones property could be served by <br />gravity flow sewer? City Engineer Smith said that Mr. Jones could be <br />served, but it would be a judgement concern, it would cost more money, <br />that you would have to go down to approximately 25 feet for 200 to 300 <br />feet in one area, and when you have to go that far, it is time to look <br />at a lift station. Mr. Smith pointed out that the City would not be <br />able to maintain a sewer line that deep if something happened. Mr. <br />Smith told the Committee that Harry Bright and Porter Smallwood could <br />be served by going 18 feet deep. <br />Councilman Bone asked if there was such a thing as a small 2 or 3 house <br />lift type pump that would not be continuously giving trouble? City <br />Engineer Smith said there is not a pump made for that, and with lift <br />stations there will always be problems. <br />Councilman Bone make a statement - that he feels very strongly that <br />the property should be annexed if city services can be provided. <br />Councilman Clifford said that if we do not run this sewer line what is <br />going to happen in a few years is Reno will come in and install a sewer <br />line and take the property into the City of Reno which will box the <br />City of Paris in. <br />City Engineer Smith said he has approached this proposed project in two <br />phases, Phase One would go up and down Elk Hollow Road and Smallwood <br />Rd, tie into a lift station, and terminating at the Loop. Mr. Smith <br />also stated that this would be a temporary operation. Phase Two we <br />would come in and build a 12 " -15" outfall line that would go out and <br />intercept the interceptor to the sewer treatment plant, and at that <br />time abandon the lift station. Cost for Phase One was estimated by Mr. <br />Smith to be approximately $275,000.00 allowing $40,000.00 for a lift <br />station force main, with Phase Two being approximately $102,000.00. <br />Councilman Clifford said cost could be cut by $40,000.00 if this is <br />done all in one phase. <br />Financing of the project was discussed, and City Attorney Haynes said <br />it is almost always a city financed situation, and a Pro Rata Ordinance <br />could be done for those who wished to connect to the sewer line.
