MINUTES OF L.C.A.D. CONTRACT STUDY COMMITTEE <br />July 18, 1988 <br />The Lamar County Appraisal District Contract Study Committee met in <br />special session, July 18, 1988, 7:00 P. M., Council Room, City Hall, <br />Paris, Texas. Mayor Eric S. Clifford, Chairman of the Committee called <br />the meeting to order with the following members present: Rondie <br />Williams, and William E. (Bill) Davidson. Also present was City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, City Clerk, <br />Mattie Cunningham, and Councilman E. W. (Bill) Booth. <br />Mayor Clifford announced the purpose of the special meeting was <br />discussion of the contract for services to be performed by the Lamar <br />County Appraisal District. <br />Mayor Clifford stated that he would like to see the City work out a <br />contract that the Appraisal District can live with and meet the City's <br />requirements. <br />City Attorney Haynes advised that the Committee has been furnished <br />copies of the contract with insert portions highlighted along the left <br />margin containing the wording desired by Lamar County Appraisal <br />District. The contract was prepared in this manner for easier <br />comparison and discussion. <br />City Attorney Haynes pointed out that in paragraph No. 1 the City had <br />only one sentence. Mayor Clifford stated that in reading over the <br />paragraph, there is very little difference in the paragraphs, and <br />deferred this matter. <br />Item No. 3.1 pertaining to collecting assessment for streets, curb and <br />gutter, drainage, and lot clean up liens was discussed with Rodney <br />Anderson, Chief Appraiser for Lamar County Appraisal District. Mr. <br />Anderson advised that the Appraisal District was a tax related service, <br />and it was the feeling of the Board of Directors that collecting of the <br />street assessments and lot clean up liens was not in the Appraisal <br />District's service, they were not set up to collect these fees. <br />Discussion was had regarding the city retaining the collection of the <br />street assessments and lot clean up liens. <br />Jackie Alsobrook, a member of the Lamar County Appraisal District's <br />Board of Directors appeared before the Committee stating the only <br />reason for entering into this contract is to save taxpayers money and <br />to more effectively perform a service. <br />After discussion of Paragraph No. 3.3 and 3.5 it was the consensus of <br />the Committee to eliminate the last paragraph of 3.3, and to go with <br />Lamar County Appraisal District's wording for paragraph 3.5. <br />After discussion was had on Item No. 4.1 - Deposit of Collection <br />Receipts, the Committee was in agreement to stay with the City's <br />paragraph. <br />
