MINUTES OF THE L.C.W.S.D. COMMITTEE
June 3, 1987
The Committee appointed to study the Lamar County Water Supply District
request to connect to the City of Paris' 33" water transmission main in
the area of Campbell Soup met June 3, 1987, 4:00 P. M., Conference
Room, City Hall. Chairman Clifford called the meeting to order with
the following members present: Councilman Bone, and Councilman Kent.
Also present was City Manager, Michael E. Malone, City Attorney, T. K.
Haynes, Director of Finance, W. E. Anderson, Interim City Engineer,
Richard Babb, and City Clerk, Mattie Cunningham.
Chairman Clifford questioned Mr. Alton Dockery, Manager of the Lamar
County Water Supply District, as to why they wanted to connect to our
33" water transmission main between the Water Treatment Plant and
Campbell Soup. Mr. Dockery told the Committee that Lamar County Water
Supply District needed the water, and that the water would not be going
through the City's distribution system, which would be more cost
effective to the Lamar County Water Supply District, and they would not
have to go back and tie on to our line.
City Attorney Haynes asked Mr. Dockery if the City is supplying Lamar
County Water Supply District with all the water it needs on the North
take point. Mr. Dockery answer was - yes, we only have problems when
the City has problems with Center Street, then we have complaints of
very low water pressure. Mr. Dockery explained that additional water
would be needed for future growth.
Chairman Clifford and Councilman Bone both agreed that they did not see
anything wrong with the line, but -Lamar County Water Supply District
should have to pay for distribution cost.
The Engineer for Lamar County Water Supply District, Reaves Hayter,
stated that their original intent was to go around the water treatment
plant and use the old road around Lake Crook for construction of a
water line until the City Engineer suggested tieing on to the City's
33" water transmission line between the water treatment plant and
Campbell Soup.
Discussion was had with Mr. Hayter and Mr. Dockery regarding the Lamar
County Water Supply District's contract with the City of Paris
regarding their payment for distribution and maintenance cost.
Discussion was also had about the possibility of running a water line
to connect with the City's water line on 19th N. W. in order for the
City of Paris to utilize the line. Mr. Dockery stated that one problem
would be the type of pipe used by Lamar County Water Supply District
which is C200 where the City of Paris uses C900. It was suggested that
the City of Paris pay the difference in cost of the two types of pipe
if the line is constructed to connect with the City of Paris's water
line on 19th N. W.
Chairman Clifford advised those present that the committee would leave
discussion open with Lamar County Water Supply District, and the
