obtain more information. Chairman Hayter suggested that the committee spend the next three <br />meetings reviewing the binder of information prepared by City staff. John Kruntorad said the <br />committee should also review the Memorandum of Understanding. Chairman Reeves stated it was <br />important to note that the State owned all of the water; however issued water rights to the City of <br />Paris. He said that the use of the water by the city perfected the city's water rights. Chairman <br />Reeves also said that in the seventies the State asked everyone to justify why they should retain their <br />water rights. Dennis Chalaire said that fact should be considered when making recommendations. <br />Kevin Carruth reminded the committee that there were more water demands now than in the past. <br />Chairman Hayter moved the committee to chapter 16 of the binder to begin review of the <br />definitions. <br />4. Set next meeting date and items for future agendas. <br />Chairman Hayter told the committee they would meet every two weeks on Thursdays <br />beginning at 4:00 p.m. and would limit the meeting to two hours in length. The committee decided <br />to include in future agendas a citizen comment section, and limit the total timel for that section to <br />fifteen minutes. They agreed they could hear from five citizens if they limited each person to three <br />minutes. Chairman Hayter and Shawn Napier told the committee they would work together to get <br />the agenda to the committee ten days in advance of meetings. <br />5.
