process was much more involved than just putting in a gate. Prior to construction, a <br />dam safety study would be required, as well as congressional authorization. <br />(3) Ms. Hotubee stated that the stream gauge flow was the method used to measure <br />inflow, outflow and evaporation at Pat Mayse Lake and that it was the scientific <br />method approved. <br />(4) Ms. Hotubee explained they did not have the data to reflect what the daily drawn <br />capacity of the lake would be when fully silted. She said the last sediment survey <br />was done in 1985 and she did not know the amount of silt that had come in since <br />then. <br />(5 -6) Ms. Hotubee said the Corps did not have plans to increase the capacity of the lake, <br />nor did they have the funds available to improve the capacity. <br />(7) Ms. Hotubee said that a daily average was not used for evaporation and spillway <br />discharge in GPD. <br />(8) As to how much water would be available in the conservation pool should a five year <br />drought reduce the replenishing process by just 10% per year of an average annual of <br />rainfall 42.6 inches, Ms. Hotubee reported a determination could not be calculated <br />without review of historic data. <br />(9) Ms. Hotubee said there were big releases out of Hugo and she wasn't sure if those <br />would have a big impact. She also said there was a problem in that there is an <br />endangered species in Pine Creek and identified it as being a Ouachita rock - <br />pocketbook, a rare freshwater mussel. <br />(10) Ms. Hotubee said she was not aware of any mandates. <br />(11) Todd Reek said they were looking at different options and Ms. Hotubee said they <br />would have to conduct studies to make the determination. <br />(12) Ms. Hotubee stated the least expensive and easiest route would be to raise the dam. <br />She said dredging was very expensive and they would have to determine if there was <br />toxic waste. Should there be toxic materials in the sediment, it would require special <br />handling. <br />(13) Ms. Hotubee said the Corps were interesting in participating in improvements and <br />could look at options to obtain funding from the federal government. <br />(14) An environmental impact study will need to be conducted which would be part of the <br />reallocation study.
