Goal: <br />Educate, inform, and advise the Paris City Council and citizens of Lamar <br />County as to the best long -range commitment of its water resources. <br />Key Deliverables: <br />1- Total amount of water available to the community. <br />2- Amount of water required for local consumption, contractual obligations, <br />reserves, and future needs (current through 2050). <br />3- Recommendation of additional wafer resources to explore in order to expand <br />our supply base. <br />4- Routine communications to keep city council and community informed of key <br />learning and progress. <br />Necessary Work Tasks: <br />Develop timely and supportable data about the City's water supply capacity. <br />• Review and reach a general understanding of information available (i.e. briefing books) by May 29. <br />• Hold an initial consultation with Jim Matthews to develop a better understanding of legal issues including <br />water rights issuance and cancellation, transbasin diversions, Red River Compact, return flows, storage <br />contracts, and any other issues he may feel initially appropriate, by May 29. <br />A preliminary list of committee questions for Jim would be to Shawn by May 20th. <br />• Receive information from City staff as to current and future costs to City for the raw water and Pat Mayse <br />facilities by May 15th. <br />• City Council will retain engineering consultant by May 12th. Initial consultant presentation to committee on <br />May 29th. <br />Initial presentation should focus on introductions and proposed scope, and a coordinated <br />scope with Irving's consultants should be presented to the committee. <br />• Identify each possible source of water supply. Initially these would include: <br />Current Pat Mayse allocation. Receive TWDB volumetric study <br />elevation- area - capacity table by September 15th.Review at September 25 committee <br />meeting. <br />Receive consultants opinion of Pat Mayse safe yield by October 9 meeting. <br />Current Lake Crook allocation. TWDB volumetric survey would be utilized by consultants <br />to produce an opinion of safe yield by September 25th. <br />Can Crook be dredged or raised? Consultant's opinion of costs and feasibility by October <br />23rd <br />Groundwater. Consultants would provide an opinion as to groundwater availability within <br />30 miles of Paris (including Oklahoma) in sufficient quantity and quality for municipal <br />supply by October 9th. <br />Wastewater return flows. Possibly from LPP, Campbell's Soup or City's wastewater <br />plant. Receive Jim Matthews opinion as to whether these are ours to recapture by May <br />29th. <br />Receive engineering opinion on safe yield of these sources, if any, by October 9th. <br />Recapture of flows below Pat Mayse spillway. Receive Jim Matthews opinion as to <br />whether these are ours to recapture by May 29th. <br />Engineering opinion on safe yield of this source, if ours to use, by October 23rd meeting. <br />EXHIBIT "A" <br />
