February 23, 1983 <br />ADVISORY BOARD OF HEALTH MEETING <br />MINUTES <br />The Advisory Board of Health met at the Paris -Lamar County Health Unit on <br />Wednesday, February 16, 1983, at 7:30 P.M. The following members were <br />present: Mr. James Deatherage, Chairman, Dr. Don Massey, Dr. Wallace Kraft, <br />Mrs. Ann Norment, and Mrs. Frances Ellis. Those not present were: Dr. <br />Charles McMillan, Dr. Rick Casey, and Dr. Richard Bercher. <br />The meeting was to discuss the revision of the budget for the last half of <br />the budget year. The reasons that the last part of the budget was changed <br />was because Mrs. Kennedy, our Clerk III, is being paid thru funds sent to the <br />Health Unit for her State Based Salary. The funds which were released by <br />this, are to be used in the salaries of the locally paid employees to bring <br />them up to a State Based Pay. Dr. Hillhouse pointed out that the State <br />Based Pay for local employees helped to give them enough salary and reduce <br />the discontent that would have been, generally, if this had not been done. <br />It was pointed out that the local employees in the Health Unit on State Base <br />Pay, while getting what appears to be a higher salary are, actually, re- <br />ceiving a lower amount than the City and County workers, because of the fringe <br />benefits and retirement. The total budget for u/y 1, 1982 thru June 30, xaarkry <br />1983 was $115,032.00. The first half of the budget spent was $57,516.00 <br />allocated to it. Our request in the second half of the budget was $58,442.00. <br />The second half, therefore, is going to cost $926.00 more. This difference <br />will be made up from the Health Unit's bank balance and will cost neither <br />the City nor the County one penny more than they have pledged to pay. <br />
