ID <br />MINUTES <br />PARIS -LAMAR COUNTY BOARD OF HEALTH <br />AUGUST 19, <br />The Paris -Lamar County Board of Health met August 19, <br />1987 at the Holiday Inn. The meeting was called to order at <br />7:15 A.M. by Dr. Wally Kraft, acting Chairman. <br />The first item on the agenda was the establishment of a <br />quorum. We had a quorum present for the meeting. <br />Second item was approval of minutes from the previous <br />meeting. Because Mrs. Betty Kennedy was ill, those minutes <br />were not available. <br />Third item was consideration of and action on the <br />Budget for 1987/88. The budget request that we have in hand <br />from the Health Department includes a 5 percent salary <br />increase compared to the city salary increase of 4 percent <br />and the county increase of 3 percent. Discussion was <br />directed to limitation of this salary increase. Mr. Anthony <br />Bethel, Sanitarian .I, has a proposed salary of $22,944.00, <br />which is what the State presently sends for his position, <br />and that was approved.. Mr. Bethel was asked to provide a <br />simple job description for all employees so that we might <br />decide how to shift responsibilities left by Mrs. Betty <br />Kennedy's retirement. Most of those responsibilities would <br />be shifted to Sharon Seals,, Clerk II, with some additional <br />help for telephone duties. The consensus was that we should <br />try to limit the salary increase to 3 percent for the health <br />unit. The city and county policies were compared. The city <br />hires at slightly less than the "going rate" and after six <br />months of a trial period the employee becomes permanent and <br />receives approximately 3.5 percent pay raise. The county <br />hires in a similar fashion below the usual rate and raises <br />the salary after a six month probationary period. The <br />elected official may decide to increase the salary as he <br />desires and there are no merit raises. We came back to <br />discussing the health unit payroll and noted that Mrs. Elsie <br />B. Williams had only been working for the Wick program for a <br />short time and there was a question of whether a pay raise <br />was needed this early for her. <br />We went down the City <br />worksheet for the Paris -Lamar <br />by item. On the first page, <br />of Paris budget preparation <br />County Health Department item <br />the motor vehicles are-those <br />used for mosquito control and are in good working order.
