As a matter of review, it was noted that fees collected at the Health Department included $1.00 per child for well child care, $3.00 for family planning, $3.00 more for a pap smear, $2.00 for pre -natal visit,. and $10.00 for venereal disease testing and treatment. Dr. Kraft discussed further the need for regular food establishment inspection and the need to charge a fee. Some inspection is being done at this time. In fact, the schools are inspected yearly at the beginning of school and the school staff comes for training. There is education ongoing for food handlers. The State Health Department does a program about three times a year. The owner or operator is required to go every three years or each time a new manager takes over. An inspection is done every two months. A health certificate was required in the past for food handlers and this included Tuberculosis testing as well as a VDRL, but this in not in force at the present time. The present Health Board thought that a health certificate would be a good idea to institute. We also felt that the inspection should include a lengthly list of deficiencies to give the food preparers goals to improve themselves by. Further discussion of the need to reinstitute the health certificates will be -held at the next meeting. The fourth item on the agenda was consideration of administration. Several details were discussed such as the need to have city and county both approving vouchers for _purchases. Various' mechanisms for doing this were discussed. A motion was made and passed that there be two signatures on every check, at present time this would be the Finance Director of the City of Paris and the City Manager of the City of Paris, and that a mechanism would be estab- lished for the county to review all vouchers before they were approved. Mr. Gene Anderson will discuss this with Mrs. Myra Nell Wilson. It was decided that the board would be the arbitrator for any disputes and for any non - budget items -and that a budget amendment would be needed for any changes. Decision was made to hold the next meeting on Septemb -er 16, 1987, at 7:00 A.M. That is a Wednesday. Mr. Bethel will arrange for the meeting place at the Holiday Inn.
