discussion - will be held before the proposed payroll is <br />approved. <br />As a matter of review, it was noted that fees collected <br />at the Health Department included $1.00 per child for well <br />child care, $3.00 for family planning, $3.00 more for a pap <br />smear, $2.00 for pre -natal visit,. and $10.00 for venereal <br />disease testing and treatment. <br />Dr. Kraft discussed further the need for regular food <br />establishment inspection and the need to charge a fee. Some <br />inspection is being done at this time. In fact, the schools <br />are inspected yearly at the beginning of school and the <br />school staff comes for training. There is education ongoing <br />for food handlers. The State Health Department does a <br />program about three times a year. The owner or operator is <br />required to go every three years or each time a new manager <br />takes over. An inspection is done every two months. A <br />health certificate was required in the past for food <br />handlers and this included Tuberculosis testing as well as a <br />VDRL, but this in not in force at the present time. The <br />present Health Board thought that a health certificate would <br />be a good idea to institute. We also felt that the <br />inspection should include a lengthly list of deficiencies to <br />give the food preparers goals to improve themselves by. <br />Further discussion of the need to reinstitute the health <br />certificates will be -held at the next meeting. <br />The fourth item on the agenda was consideration of <br />administration. Several details were discussed such as the <br />need to have city and county both approving vouchers for <br />_purchases. Various' mechanisms for doing this were <br />discussed. A motion was made and passed that there be two <br />signatures on every check, at present time this would be the <br />Finance Director of the City of Paris and the City Manager <br />of the City of Paris, and that a mechanism would be estab- <br />lished for the county to review all vouchers before they <br />were approved. Mr. Gene Anderson will discuss this with <br />Mrs. Myra Nell Wilson. It was decided that the board would <br />be the arbitrator for any disputes and for any non - budget <br />items -and that a budget amendment would be needed for any <br />changes. <br />Decision was made to hold the next meeting on Septemb -er <br />16, 1987, at 7:00 A.M. That is a Wednesday. Mr. Bethel <br />will arrange for the meeting place at the Holiday Inn. This <br />meeting was adjourned at 8:35 A�M. <br />M. Thomas Cutre , M.D. <br />
