MINUTES
PARIS -LAMAR COUNTY BOARD OF HEALTH
SEPTEMBER 16. 19 7
The Paris -Lamar County Board of Health met September
16, 1987 at the Holiday Inn. The meeting was called to
order at 7:10 A.M. by Dr. Wally Kraft, acting Chairman.
The first item on the agenda was the establishment of a
quorum. The quorum was present for the meeting. Present
were Dr. Wally Kraft, Mrs. Printis Ellis, Dr. Bill George,
Dr. Bert Strom, Dr. Richard Bercher, and Dr. Tom Cutrell.
Absent were Mrs. Ann Norment and Rev. Samual Evans.
The second item was approval of the minutes from the
previous meeting. Those were approved by motion by Mrs.
Ellis and seconded by Dr. George.
Third on the agenda was consideration of and action on
creating a full time lab position and recommending that the
same be included in the budget. At present, Kathie J. Meyer
is a Laboratory Assistant II working approximately 20 hours
per week. Her present annual salary is $7,749. The pro -
osal is to make her position a 40 hour per week position at
1,069 per month. At present, money is collected as
laboratory fees, primarily a $5 fee for water samples and
this money had been placed in a savings account for the past
12 months amounting to almost $14,000 per year. This money
must be used in laboratory related expenses and could be
used to pay the salary of a full time laboratory assistant.
Her duties would be to collect water samples, blood samples
for transfer to a reference laboratory, stool samples and
other cultures and gram stains and other laboratory duties
as necessary. Motion was made by Dr. Strom to make her a
full time laboratory assistant and seconded by Dr. Bercher
and voted and passed.
Fourth on the agenda was consideration of and action on
authorizing the purchase of a photocopier. Mr. Bethel
obtained three bids. He estimates a need for 40,000 copies
per year and compared the three bids based on a three year
warranty or service agreement and compared the cost of
purchase plus the cost of operation over three years. The
Xerox machine would cost $4,895, over three years for
purchase and operation. The Sharp copier would be $4,435
and the Minolta EP 350Z would cost $3,760 to buy a new model
and operate it for three years and to buy a model with less
than 20,000 copies of use already would cost $590 less or
