MARCH 19, 1981 <br />ADVISORY BOARD OF HEALTH MEETING <br />The Advisory Board of Health met at the City Hall in the Council <br />Room on Thursday, March 19, 1981, at 7:30 P.M., with the <br />following members present; Mr. James Deatherage, Chairman, Mrs. <br />Ann Norment, Mrs. Frances Ellis, Dr. William Hayden, and Dr. <br />Charles McMillan. Invited guests also present were: Robert <br />Sokoll, City Manager; Mr. Harold Greene, City Finance Director; <br />Brady Fisher, County Judge; Gene Anderson, County Auditor; and <br />Mayor, Mike Malone. Others present were membersof the City <br />Council, County Commissioners, Dr. Joe F. Hillhouse, Acting <br />Director, W.C. "Sonny" Pursifull, Sanitarian and other employees <br />of the Health Department. <br />James Deatherage, Chairman of the Board, opened the meeting at <br />approximately 7:37 P.M. He introduced the members of the Ad- <br />visory Board; then turned the meeting over to Dr. Hillhouse. <br />Dr. Hillhouse went over the budget to be presented to the City <br />and County for the coming year. He explained the fact that the <br />State had dropped one clerk from their payroll and had notified <br />the Department that a Sanitation Inspector would be dropped in. <br />June, 1981. He explained that he was at a loss as to what was <br />to be done, as he was short of personnel already and this would <br />present a hardship on the Health Department, since we would not <br />have enough money to complete the year, with Mosquito Control <br />to begin shortly. <br />Dr. Hayden suggested, maybe, cutting the budget somewhere in order <br />to stay within our income. He then called on Mr. Pursifull to <br />give the most essential phases of the Health Dept. and their <br />priority. A discussion followed and the members of the Board <br />seemed in agreement that all services were vital to the well <br />being of the City and County, and that since it was already <br />a thread -bare operation, there was very little that could be cut <br />from the Department's estimated budget. <br />Mayor, Mike Malone suggested, for consideration, the Health Dept. <br />doing EPSDT, a screening program of the Texas Department of <br />Human Resources, which would pay $15.00 administrative fee and <br />would mean $30.00 per head to the Health Dept. and $18,000.00 <br />per year,with the employees we already had. <br />
