Mike Norby said the majority of patients will be indigent. Not on Medicaid. Ron Ragan asked what was the feeling on how to present this budget to the Rural Health Clinic Board. Dr. Cutrell asked if it should be presented best case/worse case or presented as is and say it is conservative. Mike Norby said he was planning to fine tune it before presentation to the RHC Board possibly with help from Evelyn on grants. T.K. had a question regarding the Nurse Practitioner. How limited is their, ability? Do both have to be hired before the RHC can be started? Can we start with one and wait until the other is needed? Evelyn said the March of Dimes Brant will cover half of one Nurse Practitioners salary. Evelyn also said she has got two leads on Nurse Practitioners. She also has some leads on some N.P.'s going to graduate anywhere from May to December 1994. T.K. asked if they had specific labels (i.e. OB, GP, PED.) The answer was yes. A correction was found from the previous minutes. Change Lamar County Health Board to RHC Board. Evelyn brought up the issue of a consultant to keep the ball rolling. Even if they cost 10,000.00 to 20,000.00, she sees it as up front money now instead of one to two years lost revenue. The cost would not be that great even if it was split four ways. Dr. Cutrell asked couldn't it be someone already here, does it have to be someone from out of town? Evelyn said not necessarily. Mike Norby said he thought it was still too soon. We are still trying to get our stuff together. T.K. said since St. Joseph has already set up two RHC's, couldn't we just ride their coattails. Mike Norby said yes. T.K. asked why couldn't St. Joseph be our expert. Would it be a burden? Mike Norby said St. Joseph would be happy to help but would not rule out the possibility of needing a consultant for a couple of days. Evelyn said John Dembroski was the State expert. Maybe he could come one day and help with any questions we might have and possibly help us set up and agenda. Ron asked what does this committee need to present to the RHC Board. It was decided that a fine tuned budget would be presented, they would ask the RHC Board to approach the hospitals for start up money and talked to the RHC Board about hiring a consultant. Dr. Cutrell said he is worried that an outside consultant uould not understand the needs in this community- Evelyn said she did not think this would be a problem if we used Mr. Dembroski as the consultant since he just got through doing a consultation for a clinic in Booker, Texas. T.K. asked if the RHC has anything to do with the Region.
