Dr. Cutrell asked who serves on the Hospital Authority. <br />T. K. Haynes said appointees of the City Council. It was <br />then asked if the Hospital Authority could legally own the <br />Rural Health Clinic or serve as the figurehead owner. Dr. <br />Cutrell asked if the County was involved. T.K. said no, <br />it is the City of Paris Hospital Authority. Mike Norby <br />said he understood it was designed to get tax exempt bonds <br />to finance the Hospital. Dr. Cutrell asked if the Rural <br />Health Clinic Board could own the Rural Health Clinic. <br />T.K. said it would be easier for them than the Hospital <br />Authority. Mike Norby said he was going to call HCFA <br />regarding this and will pass the information on to the <br />Rural Health Clinic Board. T.K. can get a copy of the <br />rules regarding ownership. <br />Discussion was held regarding estimated budget. Mr. <br />Armstrong asked if money would come from estimated visits' <br />Mike Norby said yes. Mr. Armstrong and Mike Norby said <br />the each hospital would possibly be adding $50,000.00. <br />Discussion was held regarding need for a consultant. Ron <br />Ragan said that the bottom line was someone has got to dot <br />the i's and cross the t's. No one here actually has the <br />time to do this. Ron Ragan suggested taking this problem <br />to the Rural Health Clinic Board to handle this problem. <br />Dr. Cutrell asked if the City or the County has any extra <br />money. T.K. said he was not the person to officially say <br />but, no they do not. Deane Loughmiller agreed. Dr. <br />Cutrell asked about taking money from somewhere else to <br />use. Maybe in the Health Department budget. T.K. said it <br />could be done, but if the money was not recouped then it <br />could end up that someone had to be let go. T.K. said he <br />felt like it was the hospitals place to come up with the <br />start up money. Mike Norby said that was correct. The <br />hospitals approached the City and County. Therefore the <br />money should come from the hospitals. <br />A question was asked as to when the projected start up for <br />the Rural Health Clinic. Evelyn said hopefully January <br />01, 1994. But possibly as late as March 01, 1994. She <br />said there needed to be an existing budget for recruitment <br />money. <br />Evelyn had a question concerning start up costs and money <br />to hire a consultant. Ron Ragan said there was no bucket <br />to pull any money out of. Mike Norby said yes there is, <br />the hospitals. <br />Dr. Cutrell asked if a Nurse Practitioner could see any <br />kind of patient. Will a Nurse Practitioner help him or <br />put more on him. The answer was any kind of patient. <br />
