Lamar County Rural Health Clinic <br />Funding Work Group Minutes <br />The Lamar County Rural Health Clinic Funding Work Group <br />held a meeting October 14, 1993 at 7:00 AM in the Board <br />Room at St, Joseph's. Those in attendance included Ron <br />Ragan, Evelyn Freeman, Raymond Armstrong, Dr. Cutrell, <br />Gene Anderson, Mike Malone, Mike Norby, T.K. Haynes, Deane <br />Loughmiller and Jae Dickinson. <br />The meeting was called to order at 7c15 and minutes of the <br />previous meeting were read and approved. <br />T. K. Haynes asked if there was a law or a rule about <br />single ownership regarding the Rural Health Clinic. Mike <br />Norby said it is a hurdle in the application. Mike said <br />he would not say it was impossible, but it is easier with <br />just one. Evelyn Freeman said John Dembroski might be <br />able to come down and answer the big questions about the <br />Rural Health Clinic. <br />Ron Ragan asked again who owns the Health Department. <br />Mike Malone said in March of 1942 the land was deeded to <br />the U.S' government to build the Health Department. In <br />1952 a county court deed showed the Government deeded the <br />land and building back to the City and County jointly. <br />Ron asked what about the equipment inside. Mike Malone <br />and Deane Loughmiller said it was also jointly owned <br />excluding the State owned equipment. <br />Ron asked if it would be appropriate for this work group <br />to take the issue of single ownership to the Rural Health <br />Clinic board' Gene Anderson stated that single ownership <br />might not be a problem. Mike Norby is going to check and <br />see if single ownership really matters. <br />Discussion regarding services offered at the Health <br />Department not included in the Rural Health Clinic, Mike <br />Norby said WIC is not under RHC but would have to be in <br />close proximity to the location of the RHC due to State <br />guidelines if a move comes about. Sanitation is not <br />included with the RHC, Dr. CutrelI said it would probably <br />be easier to move everything due to funding. Mike Norby <br />agreed. Evelyn suggested making a list of questions and <br />issues and then checking with Mr. Dembroski to see if they <br />complied with Rural Health Clinic guidelines. Mr. Butler, <br />told Evelyn that the State had found some money and that <br />they were so pleased to see the City, County and two <br />competing hospitals come together to form this Rural <br />Health Clinic. <br />
