Lamar County Rural Health Clinic Board Minutes of Meeting The Rural Health Clinic Board held a meeting October 19, 1993 at 7:00 AM at St, Joseph's Hospital in the Azalea Room. Those in attendance included Dr. Cutrell, Troy Omens~ Mike Malone, T. K. Haynes, Evelyn Freeman, Gary Gunder, TuIie Maddox, Mike Norby and Jae Dickinson. Others in attendance included Monty McLaurin, Dr. Robert Moseley, Ron Ragan, Gary ConweIl and Carrie Thompson. The meeting was called to order at 7:2O. The previous minutes were read, corrected and approved. Discussion was held regarding the RHC application. Mike Norby said there does not seem to be a problem with Joint ownership between the City and County. He said he was going to try to get something in writing. Gary Gunder asked if the RHC needs a legal identity. Mike Norby said no that it would be kept under the City and County' Mr. Gunder then asked if we had to get approval from both the City and County. Dr. Cutrell said basically yes. Evelyn Freeman asked were the people's names from this board taken to the City and County to be approved? The answer was no. T.K. said if there were any expenses outside the current budget then the decisions for those expenses would go back to the City and County, Mr- Gunder asked would any monies added by the hospitals go into the City fund? T.K. said yes but they would be put under the Health Dept. budget and earmarked for a designated purpose. Evelyn said actually this board was working with authority to make plans but not to spend money without the Health Dept. board, City and County approval. Discussion was held regarding the Medical Director position. Evelyn said the four OB/Gyn physicians had a lot of questions regarding liability. No decision was made between the four OB/Gyn physicians as to who would serve as Medical Director. All four of them have serious questions that need to be discussed. The four had talked about possibly shared responsibility meaning possible one every three months. Mr. Butler told Evelyn that there was a new law that might help the situation. Julie Maddox said we would need to find out how it works with rotating Medical Directors. Mike Norby said St. Joseph's has identified one person for the Family Practice Medical Director but they were not sure how it was going to work with the current Medical Director.
