Faris — Lamar County Wealth Department <br />Lis400 West Sherman Street <br />Paris, Texas 75460 TE F <br />Voice: 903 - 785 -4561 <br />www.parislamarhealth.com a <br />Minutes of Regular Meeting <br />Paris - Lamar County Board of Health <br />The Paris - Lamar County Board of Health held a regular meeting at 5:00 p.m. on Tuesday, <br />January 21, 2014. In attendance were Dr. Rick Erickson, Dr. Keith House, Dr. Mark Gibbons, and <br />Mr. William Collins. Not in attendance were Dr. Lav Singh, Dr. William George, and Mrs. Kristi <br />Head. Others in attendance were Mrs. Gina Prestridge, Ms. Cheryl Johnson, Mrs. Carla Rhodes, <br />Mrs. Nita Johnson, Mrs. Rebecca Sanders and Mr. Gene Anderson. (See attachment # 1) <br />Meeting was called to order at 5:01 p.m. by Dr. Erickson. <br />Dr. Erickson introduced the interlocal agreement, along with copies from the City of Paris and <br />Lamar County. Dr. Erickson compared all copies and compiled a list of Interlocal Agreement <br />Discussion Points that the board will need to discuss and possibly take action on. (See <br />Attachment # 2 - re: 1.4 - how board members are appointed, 1.6 - how board members are <br />removed, 1.7 - term lengths of board members, 7.2 - approval of annual budget, 7.5 - maximize <br />funding from other available sources prior to requesting funds from County or City, and 9.6 - <br />modification or amendment of the Interlocal Agreement.) <br />Mrs. Prestridge: The $75,000 upfront, when we are talking about breaking away, operational <br />cost and everything, because we are cost reimbursements and the way it works right now, I just <br />got paid for October and it is the middle of January, and a lot of that will be different with <br />invoicing in -house and we can get everything out quicker and not have to wait on other entities <br />to do their reports and send them to us so that delays a little bit. With that said, we have got to <br />have that cash flow upfront, hopefully we will have a carryover as we get going and we will <br />have a little bit more of a cushion. We get $356,000 on January 27th in our bank account, but if I <br />don't show $75,000 up front from the City and County for the next three years, then in the <br />future, I can't get that money, and it is another half a million dollars at least. It has to be shown <br />in the budget that the City and County contributed $75,000 each and it has to be earmarked <br />already given to us. I just wrote a $147,000 check back to the City to pay back the upfront <br />money to be put back into the budget, so it was a swap. Then I'll have a $221,000 profit, but i <br />can't show that as operational money because it has to be earmarked for certain items, but by <br />paying for those certain items it will offset the shortfall at the end of the year. I just have to <br />show that the contribution was made (the $75,000 contribution for the next three years, then it <br />can change.) But what I am thinking is what happens if we don't get the grants or something <br />then I show the hard money of $75,000 and let's say we don't have any money and we need <br />operational money for this next year. They give us the $75,000 to start, so we can get our <br />
