Mr. Anderson suggested that Mrs. Prestridge submit the budget to his office and he could give <br />to the City Council for review. <br />Mr. Collins made the motion and was seconded by Dr. House that minutes from the November <br />21, 2013 meeting be approved. (See attachment # 3) <br />Mrs. Prestridge, Executive Director, updated the board members that she is due the DSRIP <br />money on January 27th. The money is earmarked for certain things that had to do with the grant <br />that was written, but can offset operational cost in the long run, revise the holiday leave policy <br />to 10 hours to cover the shifts that all employees at the Health Department and WIC work, in <br />the past we used 8 hours holiday pay and we had to take the other 2 remaining hours as <br />vacation pay or comp. time off since the City works 8 hour shifts. Make the revision and Board <br />Members will vote at the next meeting. Vacation and Sick Leave will continue to accrue at the <br />current rate and will not change. Health Insurance has been split from the City and we are <br />getting our own bills from TML. My next step is to work on the retirement plan, but since we <br />have already made contributions to the retirement plan that we are in, then we cannot make <br />changes as far as simple HRA, talked with Stephen Gerald with Edward Jones and if we want to <br />go ahead and separate then he can set up a SEP IRA which means we contribute 3% and the <br />employee can decide what amount that want to contribute into another account, it will not be <br />a matched amount, or until the next calendar year or January 1st, we can go to the simple HRA <br />and we contribute a 3% match to their money and it goes into one account. There is a $40 <br />annual fee for each employee. <br />Mr. Anderson stated that once payroll is no longer with the City that all employees will not be <br />able to contribute any more money into their current retirement plan but they can leave their <br />money or roll it over, but can't add any more money, but they will continue to draw interest. <br />The employees will get the City matched amount only if they retire and draw a monthly check. <br />Mr. Collins made the motion and was seconded by Dr. Erickson that we switch to the SEP IRA <br />now and then to the simple HRA on January 1, 2015 and the Health Department to pay the <br />fees. All voted and approved. <br />Mrs. Prestridge talked to the University of Tyler, Texas Health Center, about screening for the <br />Women's Health Program. We are currently sending all water testing out and we are bringing it <br />in -house and testing water samples and we are in the process of getting our lab certified. Mrs. <br />Prestridge purchased new computer for A/P software, purchased payroll software, and <br />McClanahan and Holmes will charge $65 an hour to train Gina on the A/P and A/R software and <br />Cheryl on Payroll software. Mrs. Prestridge stated that we have three board member terms that <br />will expired on June 30th and also Dr. Singh has given Dr. Erickson a resignation letter. (Dr. <br />Erickson will bring to next meeting.) <br />The next meeting will be on the 18th of February, 2014 at 5:30 p.m. at the Paris - Lamar County <br />Health Department. <br />Board of Health minutes 2014 -01 -21 Special Meeting (needing approval) <br />
