(Paris —Lamar County Yfealth District <br />400 West Sherman Street <br />Paris, Texas 75460 CE <br />Voice: 903 - 785 -4561 T <br />www.parislamarhealth.com <br />Minutes of Regular Meeting <br />Paris - Lamar County Board of Health <br />The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Tuesday, April 15, 2014. <br />In attendance were Dr. Rick Erickson, Dr. Keith House, Mrs. Kristi Head, Dr. William George, and Mr. William <br />Collins. Not in attendance was Dr. Mark Gibbons. Dr. Singh has resigned as a board member. Others in <br />attendance were Mrs. Gina Prestridge, Ms. Cheryl Johnson, Mrs. Carla Rhodes, and Mr. Gene Anderson. <br />Dr. Erickson called the meeting to order in open session at 5:35 p.m. <br />Mrs. Head made the motion and was seconded by Dr. George that minutes from the March 18th' 2014 <br />meeting be approved. All approved. <br />Mrs. Prestridge advised the board members that Anthony Bethel and Kathie Meyer, both retirees from the <br />Health Department, had been receiving up to $425.00 monthly from the City of Paris to pay for health <br />insurance since they both retired and had met the rule of 80 guidelines and this could continue until they <br />each reach the age of 65. The Health Department had never budgeted for this expense, so Gene Anderson <br />advised that John Godwin approved for the City of Paris to pay the Paris -Lamar County Health District <br />$5,100.00 ($425. X 6 mos. X 2 employees) to pay for Meyer and Bethel's retiree insurance amounts until the <br />end of this budget year, then the board can decide to continue this benefit and the amount. <br />The current policies and procedures manual does state there is an option to cost share if you retire and <br />meet the rule of 80 then the cost share could continue until age 65, but there is not an amount listed. Gene <br />Anderson advised that the Health Department and WIC employees were never City employees even if they <br />completed City of Paris applications and received paychecks from the City of Paris. Mr. Collins stated that <br />both of these employees have plaques for a certain number of service years from the City of Paris. Gene <br />Anderson advised that his benefit is on a year -to -year budget matter and the City of Paris is phasing this <br />benefit out and has been for a number of years. Anyone hired after October 1, 2004, is ineligible to ever <br />receive this benefit and the employees hired before October 1, 2004, must retirement meeting the rule of <br />80 before they could be eligible. The City Council votes each year to continue this benefit, if budget permits, <br />and on the monthly rate to pay retirees. The retiree must provide insurance and payment proof and the City <br />will only pay the retiree up to the actual cost or the City approved monthly rate, whichever is less. <br />Mr. Collins proposed that we do not offer this benefit for any future retirees. Mrs. Head proposed the same. <br />Mrs. Prestridge advised that this benefit is in our policy (Section 14.15 — Retiree Health Insurance) but does <br />not state a certain amount. <br />
