Paris —Lamar County Health District <br />400 West Sherman Street, Paris, Texas 75460 -5646 <br />Health District: (903) 785 -4561 <br />Women, Infant and Children (WIC): (903) 784 -1411 <br />Fax: (903) 737 -0978 <br />www.parislamarhealth.com <br />Minutes of REGULAR Meeting <br />Paris - Lamar County Board of Health <br />Cheryl Johnson, Notary, for the Paris -Lamar County Health District administered the Oath of Office to <br />newly appointed board members, Mrs. Kristi Graham, Dr. Brian Lance Wyche, and also to returning <br />members, Dr. William George, and Dr. Rick Erickson. <br />The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Tuesday, July 15, 2014. <br />In attendance were Dr. Mark Gibbons, Dr. Keith House, Dr. Rick Erickson, Mrs. Kristi Graham, Dr. William <br />George, Dr. Lance Wyche and Mr. William Collins. Others in attendance were Mrs. Gina Prestridge, Ms. <br />Cheryl Johnson, Dr. Amanda Green, Mrs. Elda Francis, and Mrs. Nita Johnson. <br />Dr. House called the meeting to order in open session at 5:39 p.m. <br />Dr. Erickson made the motion and was seconded by Dr. George to approve the minutes from the June <br />03, 2014 meeting. All approved. <br />Mrs. Gina Prestridge presented each member with the Board By -Laws and advised the new members <br />that they are required to complete the Open Meetings Act and Public Information Act Training videos <br />before October 1, 2014. Mrs. Prestridge that she mailed a letter to Kathie Meyer and Anthony Bethel via <br />certified mail that the Paris -Lamar County Health District was taking responsibility of this payment until <br />the end of this fiscal year and then the board would have to see if there were funds available and the <br />board decide if they would continue this benefits for FY15. Mrs. Prestridge has received the certified mail <br />slips back with Kathie and Anthony signatures, so they did receive notification on official letterhead; <br />however, then yesterday Mrs. Prestridge received correspondence from David Hamilton, Attorney -at- <br />Law, (addressed only to the Paris -Lamar County Health District) stating that there has been no written <br />documentation citing payment of these retirement benefits from the City of Paris to the Paris -Lamar <br />County Health District nor has the Paris -Lamar County Health District indicated an assumed of obligation. <br />Kathie is cashing her checks, so this is basically coming from Anthony Bethel. Mr. Bethel did not cash his <br />check and he returned it with a letter stating that he was returning the check per his attorney's <br />instructions. I am rejecting this payment until I receive written approval from the Paris -Lamar County <br />Health District that they will assume the retirement obligation until I reach Medicare eligibility. Mrs. <br />Prestridge will contact TML and will update the board at the next meeting. Mrs. Prestridge advised that <br />we are spraying for mosquitoes and we did not get any funding for spraying this next budget year. Mrs. <br />Prestridge advised that since the Paris -Lamar County Health District only sprays within the city limits, she <br />called John Godwin with the City of Paris, and explained that the Paris -Lamar County Health District had <br />
