CITY COUNCIL DRAINAGE STUDY COMMITTEE <br />JULY 319 2000 <br />The City Council Drainage Study Committee met in special session, Monday, <br />July 31, 2000, at 6:00 p.m. in the Community Exhibit Building, Red River Valley <br />Fairgrounds, 750 E. Center Street, Paris, Paris, Texas. Chairman Benny Plata <br />called the meeting to order with Mayor Pro Tem Richard Manning being <br />present. Also present were City Manager Michael E. Malone and City Clerk <br />Mattie Cunningham. <br />City Manager Malone advised that the Drainage Study Committee was <br />appointed by Mayor Pfiester with the purpose of receiving public input from <br />citizens throughout the city to help identify drainage problems. He said that the <br />problems could be local in nature, being between them and their neighbors, or <br />could be part of a drainage problem that affects an entire neighborhood or an <br />entire area of the city. City Manager Malone said that some of the problems by <br />definition are quite small. There may be drainage issues that some people may <br />be having that are not the type that the city would address, but there are some <br />major drainage problems that the city would want to identify and try to <br />prioritize and look for funding in the future. He said there were funds available <br />that are targeted toward drainage problems that are fairly significant. City <br />Manager Malone said there is approximately one -half of a million dollars <br />available which has not been earmarked for any particular project, but was set <br />aside to address some of the smaller drainage issues throughout the city. City <br />Manager Malone told those that were present that the city was not trying to <br />raise false hopes that their drainage problem might be solved, but there will be <br />some that will be. <br />Chairman Plata declared the public hearing open and called for those who <br />wished to speak to come forward. <br />Edgar Chester, 1474 101h NW, came forward telling the Committee that he <br />traded a lot with the city and was promised that he would get a culvert installed <br />for his driveway. Mr. Chester said his culvert and three others in the area were <br />filled with dirt and they needed to be cleaned out and that every time it rains <br />there is water standing in his yard. Mr. Chester said he has spent a lot of money <br />having dirt put in his yard. Mr. Chester also told the Committee that there was <br />a mattress in the ditch. <br />
