City Council Drainage Study Committee <br />July 31, 2000 <br />Page 2 <br />City Manager Malone advised that he would have someone take a look at the <br />culverts. <br />Mary Frierson, 445 21St NE, appeared before the Committee telling them that <br />her house is located right off of East Cherry Street and the back of her house is <br />facing 20th NE, and the property behind her house is vacant, but on to the right <br />of that property are duplexes, which are higher up than her property. Ms. <br />Frierson said that when it rains the water just flows through her yard and the <br />house next door, and after the rain, the water continues to stand in her yard for <br />days. Ms. Frierson said sometimes she wonders if there is a leak somewhere <br />causing water to stand on her property. Ms. Frierson also advised the <br />Committee that when it rains water gets in her washroom and garage. <br />Henry Daugherty, 1725 Graham Street, was present stating that he has a <br />problem with the water coming across his yard from the 1800 block which keeps <br />his driveway washed out. Mr. Daugherty said the property behind his house is <br />higher than his and it is flowing down on to his property. <br />Linda Caviness, 4240 Sunrise Street, which is right off of 42 °d NE, appeared <br />before the Committee stating that the major problem in that area is the property <br />that Eddie Vincent owns, which is located behind her property, and she has been <br />told that there was a creek on his property that he has filled in. Ms. Caviness <br />said that when they get a heavy rain the water is all the way across the street. <br />Ms. Caviness pointed out that the city has a large drainage ditch right off of 42nd9 <br />but the water comes down so heavy out of that creek because it has been stopped <br />up that it is all the way across their street and even after it stops raining the <br />water will keep running on her side of the street for four to seven days after a <br />heavy rain. Ms. Caviness said that she has problems with edging her yard along <br />with getting mail out of her mailbox because of the water in her yard as it stays <br />there so long it is like a thick slime. She asked that something be done about this <br />problem. Ms. Caviness also said they would appreciate it if the city would get <br />Mr. Vincent to mow his property. <br />
